You forget that the holiday skins don't necessarily adhere to the champion concept in their classic look, just to the weapons and kit. Take Ziggs, he throws bombs, makes a mine field, etc, but in Pool Party, he throws water balloons and such. For Taric, all he needs is Pool/Beach themed items to replace his hammer and shield (if he retains these post rework). I can easily see them giving him a pool raft or inner tube as a shield and something goofy like a pool noodle as a hammer. Then all you need are changed particles and you're done. The gem effects could easily be water splashing or some other kind of pool toy. Possibilities are endless, ans they'd make him stand out, especially if he is near nude holding a makeshift pool shield and hammer.
OOOR BETTER YET, SEASHELLS! They could easily replace gems or be used to compose his hammer and shield. Imagine, a giant sand dollar as a shield and a massive conch as a hammer.

Except Sejuani exists. She's in full armor in most of her skins, save for Sabretusk, her brand new Beasthunter skin, and the poorly crafted traditional skin. All three of those skins bring her down to little more than a bra and waist wrap. Furthermore, almost every female in the game, barring the Yordles, Annie, and the beast ones have a fair amount of skin showing, most often cleavage, shoulders, legs, and mid drift. There are no male characters that come remotely that close to being sexualized, save for Pool Party Graves and Heartseeker Varus (though even Varus is mostly covered). And besides this is a pool party/swimsuit skin. Wearing full plate in water isn't exactly a great or sensible idea, especially when keeping with the theme of the skin line. So I'm sorry, there isn't much backbone to your comment, especially since the image provided actually exists on splash art in the game, in the background of Pool Party Leona.
Edit: "Dressed conservatively" isn't at all descriptive. She's dressed conservatively in regards to women's swimwear but she still went from full plate to a one-piece bathing suit with a wrap halfway around her waist. That's the equivalent of a guy going from full plate to a swimsuit.

I kinda was the same way when I went to my first con though. I wish I'd taken more pics, there were so many great costumes. I think I even saw a Garen (I remember his armor despite not having ever played LoL at the time).
