@Riot - Your Dragonslayer Xin Zhao Survey: Some additional info for you.
So by the nature of your survey regarding Dragonslayer Xin Zhao, I'm presuming that the skin didn't sell well at all. I have some insight into that, and I'm sure many people feel that same way.
The Base Line: Xin Zhao is an old champion. He looks clunky, his kit is nothing but 3 hit passives/actives, and his model and animations feel their age. He's got virtually no particle effects because he's nothing but auto-attack modifiers and a dash.
1350 Skins do not work for Xin Zhao. The work invested in a 1350 skin usually involves a spiffy new look for the character, new, fancy particle effects, and some mild VO/SFX to fit the skin. Xin has virtually no particles because he's mostly based on attacking, which means that there are very, very few particle effects to change for this skin. This is why 1350 skins don't work for Xin. If you compare this skin to skins like Arcade Miss Fortune or PROJECT: Fiora, you can see how much more effort went into those skins, as they had insanely good particles that fit the skins very well and were fun and thematic. Other champions that have this problem are Sivir, Jax, Irelia, Trundle, and Olaf.
No matter how pretty you make a skin, if the champion's rigging is old and dated, that skin feels old and dated. Xin Zhao has an awkwardly animated walk in today's game (it's jerky and nowhere near as smooth as someone like Jhin or Ekko) and his other animations feel just as clunky. This is another reason why skins don't have much oomph on older champions unless other aspects, like particles, can make up for it (see Star Guardian Janna).
Another reason this skin didn't perform well was that this Dragon "mini event" was lackluster at best. It's fun to get an event for champions, and this gave the impression of being an event without actually being one. There was nothing to earn, no special in-game thing going on, just a fancy "mini-event" promoting 2 skins. Furthermore, the other skin that was teased was Dragon Queen Zyra, which was WAYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYYY more anticipated and so much more of a bone to the ravenous Zyra fans. Her skin severely overshadowed Xin Zhao, and releasing them together was probably a poor idea, because if people have money, they will have gone for Zyra over Xin. Zyra is a much more popular champion and has needed a skin for a super long time. The fact that she was teased, but didn't spearhead the "mini-event" was kind of a slap in the face to her. She deserved to shine. So yeah, releasing a fairly simple skin next to the new Zyra skin is why the Xin skin didn't make sales, along with everything else I've listed above.
