You'd have to be deaf to not hear the Pulsefire Ezreal complaints. This was a long time coming. They're trying to maximize the situation: they're taking advantage of releasing a skin by updating an old one and vice versa. It's not just a one-way thing, it's a mutually beneficial situation. Besides, it's not like they haven't done this before. They did the same with Championship Zed's release and Championship Riven's update. It's a smart business move: They can work from the ground up with a new skin, but they have to work with what they've got when updating a skin. Of course it would go unnoticed, because they have to keep a lot of it the same, which they have. And in case you haven't noticed, the ONE thing that separates ultimate skins from legendary skins is that they can change form throughout the course of the match. DJ Sona can do that, but doesn't have a VO whatsoever, making up for it with the ability to change the soundtrack. Spiritguard Udyr does it, but only on his arms and head, making up for it with the spectral animals. Elementalist Lux can do it without having to make up for anything, and so can Pulsefire Ezreal. I'm pretty sure that covers the VO and the "diverse" recalls where she wears a different hat every time. Aesthetic quality is a matter of opinion, so don't bring that up. I don't know what you want.
