Evelynn is a demon or some other ghastly creature from the Shadow Isles. She's probably immortal or semi-immortal, so these people could literally be anyone in history before the current times.

I don't agree with the Freljord theory. The people are not tribal and far too advanced in their armor and weaponry to be Freljordians.

most likely the guy on the ground is some random ruler, and the "dude" in the background is his wife (or his mans who just happens to have long ass braids i aint judging..).

My theory: this is the Ruined Kingdom (Pre-ruining of course) and that those are just some nobles from the kingdom. However, you can see that Evelynn's 'tentacles' are actually poisoning her victim, so what if she's the one that assasinatted the Ruined King's wife?

Along with that, notice how it poisons and how Evelynn exclusively has all this darkness that looks a lot like the Black Mist surrounding her, what if the Ruining is because she poisoned the Ruined King's wife, and the poison is what created the Black Mist when it touches the Waters of LIfe.

There's also a crown on the ground to the right, presumably that's her kill's. The fact that they're both wearing crowns implies that they're related royalty, perhaps a king and a prince. Not sure why, but I get the feeling the dead man is the younger one. I think it's the other man's coat.

What confuses me about their identities is the spears; that's our best clue on where this could be, unless someone sees a symbol on one of those rings? There's a blue standard and they remind me of XinZhao 's spear, but these two crowned figures are clearly not the Jarvans.

The aesthetics look Freljordian with the white haired queen, Freljordian-like crown, and cold atmosphere.

I've seen some people on the PBE post saying they think it's King Tryndamere pinned to the floor and Queen Ashe in the background, but those banners are Demacian.

Just intrigues even more if you ask me.

Seriously though, the moon in the image makes me think of Diana and the guards make me think of Leona. The guy on the ground looks a bit like Armor of the Fifth Age Taric.

Pretty sure that guy is Jarvan the 3rd and the man pinned to the floor dying is JarvanIV older or younger brother.

edit: ok so now i am even more sure that is jarvan the 3rd, you can even see what appears to be a traditional demacian shield bearer near him to protect against assassination attempts, also note the fallen crown bottom right and the height of the walls which are traditional demacian design.
