They made a lot of improvements after the last change where they gave a lot of characters the often better Chinese splash arts but there are still a few subpar splashes floating around out there.

Personally i'm still highly doubtful we're going to see it any time soon. My fear is that the topic is always postponed due to "things most important than that". Not currently in Riot priorities i'm afraid.
At least got hers this season (forever thankful). I know they have a placeholder for 
they use at worlds and such but they haven't actually implemented it yet. I feel like a lot of other champs may not be getting touched as they are planning to update their visuals (hopefully) and they don't wanna run into another mess like 
's was.
