Does that means we will have Mount Targon-themed skins for non-Mount Targon champions?
Like in the past years; we had Shuriman-themed skins for

As well as Bilgewater-themed skins for 
and many of them for actual Bilgewater champions.
Will we have Mount Targon-themed skins for non-Mount Targon champions like we had for events in past years?
They said already there won't be an event,just some targon-lore. Taric might have been the last thing that we've got before they move to another area.
They said this isnt as big of an event as those were, this is simply an establishing of the area and people around it.

If they do a major event? Maybe. But I wouldn't count on that happening in awhile. To make skins fit a region theme the regions would probably need to have some sort of visual similarities between the champions. Which, they currently don't have.
That said the Devs have mentioned that some time far down the line they will be re-working Pantheon to make his game character fit the new lore better. When that happens I expect they might make a go of creating a visual theme (probably something related to lights or stars or something). Then we'll probably see some sort of skins where that theme can be transferred to non-Targonian champions.
