The splashes usually aren't posted until closer to the patches release. The Brand and Kassadin ones were ready early.

New Skins splashes usually appear on the PBE very late or very early during the cycle. It's probably just unfinished, so be patient. Also, the cycle has one more week to go, which is a lot of time for a splash to be released.
