The closest thing that could come close to that is him reworking Akali since she has dual scythe-like Kamas and spellVAMP
I'm fairly sure it is a joke and we won't see something like that in the near future. They wouldn't tell us about it if it were true.
It's not a new champion though, it's a VGU of a current champion.

I'm sure they're messing with us with the way they're wording it, but if there is any champion that is a girl; on the VGU list, has anything that can be confused for as a scythe, and is "a vampire" through lifesteal built into the kit.. My money is that it's Akali.
I remembered that he talk about a VGU,so probaly he will rework akali, but I am not 100% sure

Kassadin's daughter was hinted several times in new VOs, I think they will finally announce her, and make her as a vampire loli from the void
They also said that the first concepts for Kayn were "cute vampire girl with a scythe", but she didn't make it into League
