I think the new Vi skin would look better without the ponytail and just short hair.

Considering the skin is of ancient China theme:
Until the end of Qing dynasty, regardless of gender, most to all of the Chinese had long hair back then, as traditionally one's body is seen as a gift or labour from the parents and thus not allowed to be damaged. Obviously everything would be a nightmare if no one cuts their hair (as well as things like say fingernails), so they still gloom themselves and occasionally cut their hair, but would always style themselves as having long hairs for the reason above.
Vi's ponytail is actually more similar to a men's hair-do back in those days, where men usually just kept their hair either as simple braids or ponytail tied by a cloth, while women also kept long hairs but would decorate it with other jewelries and such as oppose to men.
Considering Vi's overall theme I wouldn't say the ponytail is unfitting, it touches on her duo masculinity/femininity theme quite nicely while also fitting with the source reference.
I like it. Imo they should change the hairstyle of officer-vi. So cool skin but the hair look kinda ridiculous.
Edit: btw imho jewelries would not fit in any way. Vi is a fighter. I think of Disney Mulan who didn't want be a random "ordinary" woman. Maybe that's the background for this skin. (personally I am quite happy too, cause I would be buyed e.g. the asian skin for Diana but I hate her hair in this skin so I didn't buy it)
