Presumably shit happened. It's likely the same deal as the Yorick rework - someone starts working on it, they get into it a bit and then get pulled off to work on something with a higher priority. There's also the issue with Riot trying to release high-quality stuff. Remember, they didn't have any ideas for Lux floating around when they made the promise for an expedited skin. That means they had to ideate, start modeling, testing, debugging, etc. And if they realized at any point that the Lux skin wasn't that great, or didn't live up to its theme, they're back to square one.

Besides that, Riot's been trying to prioritize champions that have fewer skins, or who haven't gotten a skin in a while. It's been two years for Lux, sure, but she still has a plethora of skins to choose from. It only makes sense that Lux isn't a priority.

Still sucks that we were promised an expedited skin and had it thrown to the wayside though.

Commando, Imperial and steel legion skins are pretty much really cool.

And diana still doesn't have a Skin that fits what she is (lunar godess? Come on that was ofensive...)

So yeah, do you REALLY need another skin? it would be like Katarina again (2 last skins? unnecesary since they are some champs they need it more, like... jayce, zac, viktor, etc...)
