Well the old Lore depicted skarner as a very philosophical entity, intelligent, sincere, empathetic yet deadly, precise and at times sadistic. Especially when using his Ultimate. This and both Taric and Skarner being affiliated with earthly magics and the power of the very earth makes them probably see eye to eye.
What, you don't understand is that he protects the portal which brought Taric to Runeterra. Skarner misses his overlords.
He is a construct being controlled by Taric aliens that safeguard this portal for the inevitable Taric alien invasion.
The lore team will make Taric in the same fashion they remade GP and Sion into a mean talker with imperialistic intentions bent on outrageous domination over Runeterra.
