No sale for Elementalist Lux?

So Elementalist Lux is around the corner, providing us with another cool Ultimate Skin for one of our favourite champions, however I'm disappointed that there doesn't seem to be a sale this time around, and rather - that Riot added a special deluxe edition of the skin at an even higher price tag to include a ward skins and a couple icons.

For context, Pulsefire Ezreal was offered at 1625 RP (50% discount), Spirit Guard Udyr at 1950 RP (40% discount) and DJ Sona at 2450.

Elementalist Lux will come out in two separate editions at 3250 RP and 3950 RP respectively.

So what gives? Buying a 40$ skin isn't enough to get everything, now we have to cash out even more money for a cosmetic change? And early adopters of the skin don't get a discount? I usually think Riot makes consumer-oriented decisions, but they've only been getting greedier with every ultimate skin release. As an occasional mid player, I was really excited for this release, but I can't justify paying this much money or support increasingly cash-grabbing policies like these.

Edit: I live in Canada, so yes, the skin costs about 40$ for the regular edition.
