I'm guessing, sadly, a good long 3-4 years. It's just kind of depressing to think about the fact that someone like Veigar may not get a VU until I have graduated from college.

I mean at this point I'd say that reworking the old champs should be their top priority,because for new players it'll simply come off as really weird that some champs are so extremely outdated compared to others,especially if they actually start with these champs.
GreenLore2 votesThe thing is that some champs with only a few lines of dialogue got already a VU,but didn't get any new voice lines,thus they are unlikely to receive a Vu anytime soon,despite the fact that they have so few lines.

Explanation: ChampUp only has two teams that would be working on a new VO list for reworked champs and they each only get through one rework a year (Ryze being an exception). If Riot added a third team to ChampUp, bumped up the cadence schedule or created a crew that worked entirely on new voice-overs, that number would be reduced.
Still, you're looking at not only champs that need reworks but champs that got visual upgrades in 2014 and 2015 that were skipped over for new VO lines. That leads up to a lot of years.

The reworks seem to take a bit more than half a year(I think Taric and Yorik took ~7 or 8 months,if we assume that the poppy team worked on taric and the shen-team worked on yorick).

This is untrue. The pace is increasing. This year we had Taric, Shen, Ryze, and Yorick. While Ryze is an exception and Shen got a half-ass update, the same teams worked on both of them. Now that they have decided against Shen style VGUs, they're going to focus more on Gangplank level and Yorick level VGUs, which means that they'll probably be able to squeeze in a third, if not fourth champion. Given that it takes roughly 6mo to remake a champ, and that there are 2 teams on working on different champs at any given time, 4 is a strong possibility per year since they will no longer be doing half reworks. Furthermore, Taric's team jumped in on Ryze, who was already half complete, but if he wasn't, there was still plenty of time in the year to get another VGU in from that team.
Already, Warwick is scheduled to come out early January, and if Galio is in production as we speak, since Yorick's team shifted over to him after his completion, that'll put him at around February/March coming out. If we assume that the teams jump to new champs after they finish Warwick and Galio, the WW Team's next champ will arrive in June, and the Galio Team's next champ will arrive in September. So it's very feasible to get more than 2 VGUs a year now.

I'm not making assumptions actually. I'm using information, and extrapolating from there. Riot has stated that Warwick will be relaunched in the late preseason. This means that, considering that the seasons usually start in late January, he'll be dropping somewhere between Christmas and January 15-20ish. Considering that Taric and Ryze's team jumped on to Warwick after Ryze's relaunch in July, that means that Warwick's production time is estimated by Riot themselves to be 5-6 months, given that their estimated relaunch date falls into that time frame from the start on Warwick after Ryze to the estimated drop date in late preseason.

What do you think "extrapolation" means? It means "making assumptions from available data." So, yes, you actually are making assumptions, but I question where you get your data from. (To be fair, I am making assumptions on my part, but I have historical data to back up my extrapolations.)

Where and when did they say this? I've looked on the boards, on Reddit and on Google to corroborate this and I can't find anything that backs this notion up.

The only way I can guess that could be true is if this ChampUp team piggybacked on the work previously done by ZenonTheStoic's team in 2014.
Even so, that doesn't mean that this particular ChampUp team could start from scratch (no previous iterations to work off of) and get a full rework done in 6 months, nor does it mean that the Sion/Poppy/Yorick crew would be compelled to speed up production. That's not something Riot normally does, preferring to make sure things are ready before they're released.
Tesla Effect1 votesHell of a long time. They haven updated all the old splash arts for the VU champions, and the art is easier to do than voice over due to the sheer amount of dialogue you need to do + different languages + getting the actors to do the voice over in a time when they can.
