Will the Warwick and Nasus skins be legacy?

I am asking that because I just spent all my RP on other skins and I actually like this Warwick skin and want to buy it, but I don't know if it will be legacy, if that's the case then I will need to buy more RP as soon as possible.

Also, Riot has been very inconsistent with Lunar Revel skins when it comes to whether they will be legacy or not. There are many Lunar Revel skins that are legacy, and many that are not.
