Retrofuturistic, steam-punk like surface, and something that looks truly unique below that is not just dieselpunk gone weird and instead has a hint of Bioshock. God I love the Zaun aesthetic!

Sure, I'd likely die of something like lung-fungus or the like, but oh to see some of those vistas with my own eyes.

I have a question to what Shimmer is actually? I'd say some sort of recreational chemical drug, weed with weird magical side effects? Although, as this is Zaun I think that this is a lot more dangerous than everyday Mary Jane... maybe this is the fantasy equivalent of an opium-cave?

They just happened to have grown together in the process, although their respecitve areas still take no orders from each other I guess. it would be weirder if two rapidly expanding and developing cities wouldn't end up like that tbh.
They are still independent, but bound with each other forever, especially due to the economical interdependencies. Yes, they are part of the same mega-metropolis, but they are also seperate entities.

says they used to be one, and still implies zaun is basically a district of piltover, but seems like they are now governed separately. plus if you look at the art, zaun is literally directly beneath piltover, in a canyon or crevice that piltover has bridges crossing in the middle of their city.
which I think is way more interesting than rival states. a city that sort of split into 2. zaun is the shadowy underside to piltover's idyllic face
