Will Veigar ever stop being a glorified caster minion?

I don't even play the champion, but his model seriously makes him look like a caster minion with the only real difference being that he has that absurd waddle with no real bodily movements. I know the character is supposed to be comedic due to how hard it is to take his evil seriously, but that can be done without making him just some minion that waddles.
