Omen. I want to see him in the game, so I am going to give him a kit.

Lore
"The Fyrone flats are a vicious land. There, life is scarce, and water scarcer still. But even in this barren land, there is one species that thrives. The Fyronian newt is a unique specimen indeed, being long lived and capable of surviving years on end without eating. Much like the Xer'Sai which inhabit nearby Shurima, the Fyronian newt is descended from void creatures who came to runeterra long ago. Though Fyronian newts are born with only a small amount of void energy, this energy is passed on to any organism that consumes a Fyronian newt. Runeterrans often take the blood of Fyronian newts and use it as a poison on arrows, but to other Fyronian newts, more void energy is not a danger, so they can build up power by committing cannibalism. Due to this, some newts build up massive amounts of power. If left unchecked, Fyronian newts can build up power infinitely, eventually reaching levels of power rivaling the ascended. Should one of such level exist, it is a grim omen for runeterra." -Cecil B. Heimerdinger
Omen is a fast, sneaky, and deadly melee AD champion with exceptional poke, waveclear, and mindgames.
Stats HP 550-2000 HP5 6.5-18 Mana 350-1100 MP5 8-20 Range 125 AD 60-115 AS 0.670 (+0%-55%) Armor 24-75 MR 30 MS 350
Passive: Exploit Omens basic attacks and abilities probe their targets, marking them for 3 seconds. Omens basic attacks and spells against marked targets deal 50/100/150 (+.3 bonus AD) bonus physical damage and consume the mark. If he procs it with a basic attack on a champion he gains movement speed equal to the bonus damage pre-mitigation, rapidly decaying over 1 second. The same target may not be damaged by Exploit more than once every 7 seconds.
Q: Harpoon 50 mana, 1 second cooldown Harpoon works off of a recharge system, storing a charge every 10 seconds, up to 4.
Omen shoots a spire of void energy in a target direction (range 1000/1050/1100/1150/1200) dealing 90/135/180/225/270 (+.8 AD) physical damage to the first champion hit. Harpoon deals 75% of its damage to any units it hits on its way to its final location. The spire will lodge in the champion it hits, or in the ground if it hits nothing. Omen may collect spires in the ground by walking over them and collect spires in champions by using basic attacks or other damaging spells on them. Collecting a spire restores one charge of Harpoon
W: Thrash 70 mana, 8 second cooldown Omen thrashes his tail around for 3 seconds, dealing 120/140/160/170/190 (+1.0 bonus AD) physical damage in an area around him over the duration. On cast, Omen slows himself by 40% for 1 second in exchange for becoming immune to non turret projectiles for 1 second.
E: Stalk 80 mana, 20/18/16/14/12 second cooldown passive: Omen cannot be seen by minions or by champions more than 1500 units away from him. This is not stealth, he can still be picked up by wards. (For example, if he is sitting in mid while no one is poising to gank him and no enemy wards are nearby, the only one who knows for sure that Omen is in mid is his lane opponent. For everyone else, Omen appears to be MIA)
active: Omen becomes undetectable to a target enemy for 3 seconds, gaining 20/25/30/35/40% movement speed for the duration. This bypasses reveals, and is only removed early if Omen attacks his target. The cooldown of stalk is reset on kill or assist.
R: Void Venom 70 mana, 60 second cooldown passive: Basic attacks and abilities poison their targets, dealing 25/35/45 (+.3 AD) bonus magic damage per second for 2 seconds. active: Omen infects a target area with venom for 4 seconds. Units who stand in the venom are slowed by 30% and take 100/140/180 (+0.9 AD) magic damage per second.
The passive of Void Venom is reduced to half damage while the ability is on cooldown.

ult. The W's really cool in concept, but the projectile immunity seems a bit unnecessary, as if it was added in just for flair. The Q is just way too strong. You could get
and just Q auto Q auto etc. It's got way too much damage for the re-usability. It would need a longer CD plus a Charge CD reduction on-hit instead of a complete reset. The ult is just making a new teemo. Pls no. If I were to keep that ability, which I don't suggest, I would say make it proc grievous wounds and reduce the damage, but at that point it's old fizz w.
