I'm not good at drawing unfortunately so i hope this picture of Ant-man can provide a good idea in your head (btw if you haven't seen Ant-man i really recommend the film.)

For her outfit might be best to keep it simple, have her wear some light ant shell armour with her helmet/crown having a couple of antennas and have the back of her outfit be styled more to an Ant's wing shape rather than a bird's. Also maybe call her winged companion Antlor instead of valor.

For her abilities, the effects i was thinking of would be:

  1. Blinding Assault- Quinn sends a swarm of flying ants in a direction rather than just valor, giving the impression that the enemy is being overwhelmed by the swarm they can't see what is actually going on.

  2. Vault- For her vault ability the ant wings on her back spread open making it look like she is using the wings to push further away from the enemy.

  3. Behind enemy lines- During the ult channel quinn mounts on top of the back of Antlor rather than just being carried which might seem more appropriate when compared to a falcon. Also have a buzzing sound as well during the ult for the movement of the ant wings might be appropriate too.

Finally for her recall animation i was thinking of having Quinn standing near an ant hill whistling them out to be worshipped by her small ant friends only to have Antlor bust his head out of the hill from underground in excitement making the whole situation awkward.

Wouldn't a bee fit that concept much more than an ant? Like throwing a swarm of bees at the enemy, getting carried by a big bee and all that stuff.

Sure, the ant queen is able to fly for a period of her life and males too, but they are not really known for it. And a flying bee swarm attacking an enemy is known much more, flying ants usually are not the warriors attacking an enemy.
