Summary: Barbarous is a Fighter/Tank will focus on decreasing the enemies stats to gain a massive advantage as well as having some gap closers for good measure. Will focus on going Top or Support

Backstory: Barbarous is an old and powerful demon who was worshiped as a God of Dread, Pain, and Suffering within Noxian Cults. He enjoyed this seat of power for many millennium before the rise of the Institute of War and the Summoners took that power away from him and sealed him away. After the fall of the League of Legends many of their seals fell into disrepair, and Barbarous, seeing his time of return near, summoned all of his most loyal followers from the darkest slums and alleys to his side. When he Finally broke through the weakened barrier his followers praised his return. He now runs his cult from the ruins of the very place he was sealed in for so long seeking to reclaim his old fort held within the Noxus City State. Gathering more followers each day and spreading his influence, While brutally taking over outskirt villages, forcing sacrifices, and enforcing his code so that he may gain total dominance over the people. Now he waits, biding his time before he makes his move

Physical Description: A Large Ashen Skin demonic figure about 7.1 feet high and very muscular with Runic markings on his skin that look like they were made by the lashes of the whip and glow an eerie green. His wings are a little torn and he has large barbed horns. Mental Description: He revels in the dread and pains of mortal kind, and even laughs at pain whether given to others or himself. Making Amumu cry would be his Comedy Night Central, and Urgot his knock knock jokes. He is also cunning, and patient to a degree, as boredom will gnaw away at his patience quickly. Voice: Very Deep, Menacing, and Echoey. Like an very strong final boss that sends chills down your spine during his intro

Abilities Passive: Zealous Sadist: Every Time Barbarous Applies a negative effect of any kind to an enemy champion, he gains 1 stacks of Indulgence for every second the target is effected (Max: 12). When Barbarous gains max Indulgence his next spell will be empowered for 10 seconds. If the 10 seconds is up and Barbarous has not used an ability he will lose all his stacks but will stack Indulgence twice as fast for the next 3 seconds. If he does proc the Empowered spell, he will become Sated, and cannot gain Indulgence for the next 5 seconds

Q: Draining Depression: Target enemy Champion (Range: 290) slowly loses 5%/8%/11%/16%/20% (+.05 AD) of of their AD and AP over 4 seconds. Sadistic: The Target will also have a tether made between the two of them (Range: 490) . While the tether is connected then target will have 10%/10%/20%/30%/30% of his Max Health transferred to Barbarous over 5 seconds, after words both Champions health will return to normal over 10 seconds (They will not go beyond 1 health while HP is being transferred. If the tether is broken by walking out of range, the target will be stunned for .9 seconds Cooldown: 22/21/20/19/18 seconds

W: Crushing Grip: Fires a Spectral Hand (Range: 795 Long, 320 Wide) That Roots the first enemy Champion hit for 2/2.4/2.8/3.2/3.6 seconds and deals 15/30/45/60/75 (+.25 AP/.15 AD) damage for the duration. You can activate this again to dash to the Rooted Champion, crushing them and dealing 50/60/70/80/90 (+.2 AP, .5 AD) Damage, the target will no longer be Rooted. Sadistic: Barbarous will increase the force of crushing grip, increasing the duration of the Root by .5/.8/1.1/1.4/1.7 seconds. If he Charges the Champion he will instead gouge him with his horn dealing 30/50/70/90/110 Damage (+.70 AD) and making them bleed for 2/2/3/3/4 seconds for 10% of the damage dealt (+.85 AP). Cooldown: 19/19/17/17/15 seconds

E: Joy in Pain: Barbarous deals 15% of his health in damage to himself but gains 10%/15%/20%/25%/30% Lifesteal while intimidating nearby enemies (Range:460) reducing their AS and MS by 20%/25%/25%/35%/40% for 2.5/2.5/3.0/3.0/3.5 seconds. Sadistic: Barbarous will deal an additional 5% of damage to himself but will also gain an additional 5%/5%/10%/15%/20% Lifesteal. Nearby enemies will also become feared for 1/1.2/1.5/1.7/1.9 seconds along with the initial stat reduction. Cooldown: 15/14/13/12/11 seconds

R: Mass Dread: Passive: Barbarous has now grown strong enough to use the power of the runes on his skin, making negative effects on nearby opponents (Range:640) have their effects increased by 10%/25%/40% (IE. Poison does 10%/25%/40% more damage, Slows now slow 10%/25%/40% more, stuns last that much longer ect.) Active: Barbarous activates the full power of the runes, He now steals 10%/15%/20% of all nearby enemy Stats (This includes everything from HP to AS, Armor, Life Steal, Tenacity, everything, Range:635). Walking out of range will slowly return the targets stats to normal, while Barbarous will slowly lose those stats, over 2/2.5/3 seconds. The Active lasts 5 seconds, while on cooldown the passive will not take effect. Sadist: Enemies will also lose an additional 3%/4%/5% of all their stats over half the duration of the effect. Enemy Champions in range will take 100/150/200 true damage at the end of the duration. Cooldown: 150/140/130

Yo so I am going to do a little review of the kit for you if you don't mind. A little criticism never hurts. As well this is for the CCOS bonus category.

Alright for the passive. So this isn't a bad passive for say. It does have a stacking mechanic which is all fine and good. It tells me right off the bat that this guy is meant to really hinder the enemies he is against. A debuffer if you will. Would be great for a top lane or even as a support. Now having him be rewarded with added effects on his abilities for doing this is good incentive too.

For the Q it is incredibly strong for the basic portion of it. Being able to reduce a targets AD and AP is pretty ridiculous. Now for the standard form of the ability I have a question. Why does it scale off both AD and AP? Now if this were me I wouldn't complicate champions by making a non damaging ability scale off multiple stats. This is just my take. For the empowered form of this ability I am a bit at a loss. From what it appears to be it a health drain that is temporary. While interesting I feel as though this is out of place for this champion. It is out there to grant a sustain like ability from something that hinders AD and AP. Instead try to make the empowered forms of abilities similar to the original. Like you could make it that Barborous gains the stats he is draining from the opponent. You can keep the tether which is fine but make it so only if they walk out of range. Breaking it through terrain doesn't make sense considering it is a magical tether.

Holy crap the W. For the base ability for the W you have a lot on the ability. Literally there is so much to it. No this I think is a bad thing. Adding more effects onto an ability doesn't make it better. This is an ability that provides a root, dash, several forms of damage, and reduces armor and movement speed. That is from the basic portion. The empowered portion provides, more damage, increased root duration, and additional damage in the form of a damage over time. Not only this but the root for the base portion lasts a long time. Look over this ability and maybe take out some things from it.

The E is what I call a little redundant. Now you have him lose health to gain life steal. This isn't the redundant part and I think that is fine. Though the attack speed and AD drop to all nearby enemies is a little too much. Reducing both of these stats would basically already screw with an AD champion. Put this on top of the Q however this lowers damage already, you got yourself a person who can just 1v1 any fighter for the most part. You should choose one or the other, not both. As well the empowered vision is even stronger with that long lasting fear. You basically are making it so that people can't fight back. That is no fun at all.

Now for the R, it having a passive that increases the effectiveness of negative effects on enemies. While I don't mind this concept you should consider change this a tiny bit. Like you said it increases the damage of DoTs, the duration of stuns, and the amount slows go for. Simplify it by just making those negative effects last longer. This does all what you want out of a passive and makes it easier to understand. Now for the basic portion of the ability. Holy shit there is so much here. Stealing everything from all nearby opponents. That is too much right there. Even for an ult that is too much. On top of that you have their abilities be on cooldown longer. Not much counter play at all here. You should list out that stats you can stolen and limit it to what you want this ult to provide for himself or the team. The empowered version I have some qualls with having the 50 true damage every half a second. 500 true damage my friend, that is a lot accompanied by the stat drops. You really should consider changing things for the ult majorly.
