New summoner spell

In my opinion, cleanse is pretty useless right now, and barrier is inferior to heal due to the fact the health doesnt stay, heal heals a teammate also, and the movespeed heal provides. So heres my proposition: combine summoner 21&summoner 1 into 1 summoner spell that would look like this:

Cooldown: between 180 - 240 seconds [Spell] cleases you from all cc (no 65% reduction after like current cleanse) and shields your champion for 100-300 damage (less that heal&barrier) for 2 seconds (just like current barrier).

Additional options: If no cc is cleansed from your champion, you gain an additional shield. If no cc is cleansed from your champion you gain a speed boost (better than heals speed?).

In my opinion this would be a great spell for bot lane, because (probably with a bit of balancing) it would be a POSSIBLE alternative to heal. The point here is not to replace heal, it is to make something equally as good, so that there is an option. Do you want to be a team player and take the heal to possibly save a teammates life, or do you want to take something to really protect yourself, at the cost of being able to save a teammate. Its been 2 years now at least since barrier EVERY game was changed out for heal EVERY game, and I think its about time for some variation. If youre mid lane and want to take tp/ghost, you have to worry about if the enemy is going to have ignite, causing you to be at a disadvantage to them. Currently for ADC, there is no type of strategy with sommoners spells at the moment, and I think this would be a good addition.

I'd be game for adding new Summoner spells instead of combining older ones. Each spell has it's niche, and in my opinion anyways, should be left separate. Now, adding more options to our choices would be a better alternative as I am always for more player choice when it comes to League. Just my two cents.

'LCS' Watch it, every midlaner get's cleanse or barrier when immobile. it's just underrated.

Can't say I know too much about balancing things in this game, but I'm confused as to why people would think this idea is overpowered. I think losing the 65% tenacity on Cleanse is a good balance for combining the two spells. I think it might actually be on the overpowered side if you added an additional effect for not cleansing something, though.

I actually really like this idea and personally rarely see Cleanse (and have never used it myself) unless the enemy picks it when I'm Malzahar. I have a good laugh during the load screen, wait for their first "what" in chat when they die to my ult, and then explain to them that it doesn't work on suppressions. The main reason I like this idea is to do something more with Cleanse. However, I think the lower cooldown on barrier has done wonders for its viability over heal as a more specific anti-assassin spell (as highlighted in those patch notes). I got used to taking barrier on Malz after the nerf to his passive shield and I really like it, especially since I usually get CDR boots and it feels like the spell is up whenever I need it. As far as taking it over heal, not only is the cd lower, but subsequent heals are less effective. So if you're adc healed during a battle, a barrier might be better for you if the assassin goes for you in that same fight.

However, I also see your point in regards to variance of spells on marksmen. And that is where I might see this kind of thing being overpowered. Maybe a new spell could be refreshing in that role, but doing any more than what heal or barrier currently do would be a bit much.

You know, barrier has it's pros too. The shield is bigger than the health you get from heal, and the cooldown is significantly lower.
