make the "open party" switch sticky PER GAME MODE

I mostly play soloQ, so I turned off the open-party mode the day it was released.

However, I do occasionally play normals, learning new champs mostly, and I would be happy to have an open party, but I always forget to toggle it on.

It would be some kind of COSMIC, INTERSTELLER INNVATION, if the open-party toggle could remember it's state PER GAME MODE.

That way, I could turn it on for Normal Draft, and Flex, and turn it off for soloQ, and never touch it again, and I would be as open and accepting as I'm wiling to be.
