[BUG] client hover tooltip panels randomly not appearing

All of the client, the tooltip hover will randomly stop appearing.

It happens the most in the Item builder. and usually on the lower-left "build components" sub-panel... I'll hover and the tooltip will appear.. and then when it disappears, it won't come back. Once the tooltip stops showing for one on-screen item widget, it won't appear again for that icon / widget. It's "stuck broken" and I have to leave the Item builder and come back, and usually I can see the tooltip on that item once or twice, then it'll break again.

It also happens on the champion mastery page.. Some champions the tooltip panel won't appear, others it will.
