It's different when it is a champion's first skin, because they can have the original voice actor do that skin's lines in addition to the original VO. For later skins, they have to find a new voice actor.

It's a nice skin, but I'm not a big fan of the hair myself. Personally I don't like undercuts on women, but that's just my own preference. I don't play Fiora much so I wouldn't be buying it anyways, but it's a very nice skin overall.
