Frosnera, The Heart of Ice.

Abilities:

Passive: Chilling Strikes Auto attacking enemies will give a stack of Chilling Strikes. Each stack will give an additional 5% attack speed (levels 1-6), 10% (levels 7-11), and 25% (levels 12-18). Max cap of 4 stacks. Upon using a damaging ability on an enemy, each of these stacks will be consumed to deal an additional (10 x level) magic damage each to the enemy. Cooldown: 18 seconds (levels 1-6), 16 seconds (levels 7-11), 14 seconds (levels 12-18).

Q: Ice Prison Fires a ball of ice in a target direction. If it strikes an enemy, the enemy will take 25/50/75/100/125 + (50% AP) magic damage and will be rooted for 2 seconds. After the 2 seconds, the enemy will take an additional 25/50/75/100/125 + (50% AP) magic damage, and they will take additional magic damage based on (60%/70%/80%/90%/100%) of the damage the target took in the 2 seconds while they were rooted, and Frosnera will get a shield for 2 seconds equal to the damage of the second half of the damage of this ability. Cooldown: (12/11/10/9/8).

W: Cold Snap Releases a wave of extremely cold energy around Frosnera, damaging nearby enemies for 30/35/40/45/50 + (25% AP) magic damage. This ability has 100% spell vamp. Cooldown: (16/14/12/10/8).

E: Swift Dash Dashes in a target direction. Upon activation, this ability refreshes the cooldown on Ice Prison and Cold Snap. Cooldown: (36/35/34/33/32).

R: Concentrated Ice and Snow Laser Upon activating, there is a 2.5 second channel time. Frosnera can move and cast abilities during this time, but hard cc will stop the channel. After 2.5 seconds, Frosnera will stop to fire an ice and snow laser where the cursor is. This ultimate is global, and any enemies hit will take 250/500/1000 + (20% AP) magic damage. Cooldown: (240/200/120).
