Noru, the Neurological Manipulator Middle Lane Fighter/Top Lane Fighter
Passive: Fight or Flight Fight: If Noru takes damage from an enemy champion from one instance of damage that deals at least 10% of his current health, and if he has attacked an enemy champion within the last 5 seconds, gain a buff for 5 seconds. While buffed, Noru deals 30% (Levels 1-6)/40% (Levels 7-13)/50% (Levels 13-18) more damage. Noru also takes 15% (Levels 1-6)/20% (Levels 7-13)/25% (Levels 14-18) more damage while buffed. Flight: If Noru takes damage from an enemy champion from one instance of damage that deals at least 10% of his current health, and if he has not attacked an enemy champion within the last 5 seconds, gain a buff for 5 seconds. While buffed, Noru gains 100% (Levels 1-6)/200% (Levels 7-13)/300% (Levels 13-18) additional movement speed. Also, Noru deals 40% (Levels 1-6)/60% (Levels 7-13)/80% (Levels 14-18) reduced damage while buffed. Both Fight and Flight have a cool down of 60 seconds.
Q: Neural Puncture Throws a knife in a target direction for 800 units with a width of 200 units. This knife deals 100/150/200/250/300 + (200% BONUS AD) physical damage to all minions and monsters it passes through. It stops at the first enemy champion hit. Upon hitting an enemy champion, this knife deals 60/90/120/150/180 + (50% AD) physical damage. If the enemy champion had 20%/25%/30%/35%/40% health or lower, they will Faint for 2/2.5/3/3.5/4 seconds. While Fainted, the enemy champion can't move, auto attack, use abilities, use activatables, or be cleansed by another allied champion (All summoner spells still work). The enemy champion also has their health regeneration stat doubled and they take 50% reduced damage while Fainted. Cool down: 16/15/14/13/12.
W: Spinal Blockage Ally: Can be cast on any allied champion (including himself) within 1000 units. Heals the target ally for 50/100/150/200/250 + (25% AP) and renders them immune to cc for 1.2/1.4/1.6/1.8/2 seconds. Enemy: Can be cast on any enemy champion within 800 units. Deals 80/95/110/125/140 + (75% AP) magic damage to the enemy champion and renders their ability to move, auto attack, use abilities, use activatables, or be cleansed by another allied champion (All summoner spells still work) for 1.2/1.4/1.6/1.8/2 seconds. Cool down: 20/18/16/14/12.
E: Synapse Resonance Places a circle down within 600 units with a diameter of 300 units. After 1 second, the circle will release a chip into any enemy champion on the circle. The chips will insert into each enemy champion's spinal cord, dealing 50/100/150/200/250 + 10 (Per level) true damage. These chips will create a neurological connection between the enemy champions and other nearby enemy champions. Any abilities that hit an enemy champion with a chip will spread to other enemies within a 500 unit radius in addition (two maximum bounces from chipped enemy champions being in close proximity to each other). The chips automatically dissolve after 10 seconds. Cool down: 36/33/30/27/24.
R: Inflict Multiple Sclerosis Deal 250/350/500 + (10% AP) + (10% AD) + 10 (Per level) true damage to an enemy champion within 1000 units. For the next 10 seconds, that enemy champion has a delay on all movement commands, auto attack commands, ability commands, and activatables for 1.2/1.6/2 seconds. That enemy champion also has a delay for all cc on them for 1.2/1.6/2 seconds. Cool down: 160/140/120.
