Ioun, the Dragon Arisen
This champion uses his different forms to take the field. Please give feedback constructively. It is much appreciated! This is a rehash of my previously, failed apparently, champion under the same title but different name. I kept the abilities somewhat similar while changing key aspects. His human form is long range speed to hamper single targets. In human form he is squishy, but does have some sustain with his passive. While his Dragon Form is shorter range he has more power behind his abilities while being slightly slower. His human passive replaced by his dragon passive. His E in Dragon Form is his most power ability, but also the one with the highest cooldown. Will increase cooldown if necessary. Please, again. Give constructive feedback instead of hate. Quick Intro: Ioun (Pronounced E-own) is dragon born. Much like Shyvana (And indeed, with a link to her), but specializes in the forces of magic instead of the physical. He is an elementalist AoE AP Bruiser Mage. His specialties lie in mid lane, but can effectively work in both the top and the bottom lane. His spells are for groups of enemies with only one being a target spell with an AoE range. His basis is to get enough AP and Cooldown to mow through enemies and minions. Shutting down his gold income is the best way to hamper him. Early ganking and stopping make him almost useless with the lack of items. Unlike Ryze or Shyvana he starts with much lower health making him quite squishy early on.

Background: Born Ioun, the Silver Eyes. As a child his parents were hunted relentlessly by both human and dragons alike. His mother died from her own family when she went to them for help. In anger his Father destroyed the town and procured her body. Giving her a burial befitting her. To his father Ioun was the only remnants of her, and his own blood. Yet, somehow he never showed any dragon characteristics besides his silver eyes that glowed like moonlight and lightning, and is stunning intelligence. His hair dirty blonde like his mother. Average in size and weight. His father protected his child from all who opposed him, until one fateful night.
In a cave in the side of the mountain, his father was watching as Ioun rested inside. His father, a silver dragon of already mixed heritage from multiple dragon families was an outcast by his own kind and hunted down. A group of five dragons, each a different color, found them. They attacked, and though his father fought brilliantly, it was no use. Ioun, who had been asleep awoke during the battle. Only to helplessly watch his father fall. He fell in grief over his fathers corpse. The dragons, though some injured, found the boy no threat. However, as they approached him he raged and roared. His skin turned into hard scales and his eyes became like cats. Wings sprouted forth from his back as he arose into the air. A long tail and sharp claws grew.
The air around him crackling with energy and his eyes glowing with lightning forming around them. His hair raising and flowing as if from electricity. He yelled into the skies and summoned forth vast amounts of magical energy. The dragons were not prepared. Floating in the air he struck down lightning from the skies as heavy hail plummeted forth from the sudden change in weather. Hitting and injury the dragons before him. They turn and fled, but not before with a mighty cry he send forth energy enough to rip through their wings. Injured and hard to fly they fled with each others help.
Calming down and returning to normal save for the scales remaining upon him. He went to his fathers side. His last words were "I'm proud of you my boy. Strong. Smart. Your Dragon has Arisen inside you. Embrace it." And with that he passed. Giving his father and honorable dragon funeral he set out from the cave. His thoughts on one thing. Revenge. Tracking them to a grove in a lost part of the mountains it was there that he set upon in anger. Twisting the very terrain to block them inside and destroy them. It was here he remained. Lost in thought and training. They say he found something here in this ancient grove besides vengeance. Some power. Some increase to his abilities. His aura glowed white and purple. His magic the same. Here, they say he became Dragon Arisen. His dragon ascended to higher forms. It was here he remained for years until....
"I've come for you..." Were her words. Shyvana was her name. Into the mountains she trekked after hearing the rumors of another of her kind. Here she stayed with him and listened to his tale, and he hers. Here, they formed a bond. Indeed, they say it was one of love. They left the mountain. He donned armor and his cloak that is said to have been a gift from his parents, and then to the league he went with Shyvana. While unaligned to any faction save to Shyvana, he fights on the Fields of Justice. A promise to him that he would find his way in this world. That together they had a place.

Appearance: All credit for the pictures go to their respective owners. Donning the armor his parents gave him, save for the helmet and staff that appear in this picture. He wears a hood with glowing eyes much like this. save for the cloak and rest of the attire. The colors of his eyes glow silver and white instead of the purple while his magic is much like that in the picture. Instead of the shoulders from the first picture they are much like those in the second. Following the same color as the first picture though. His skin is covered in scales much like Shyvana.
Dragon Form: When in Dragon Form he grows wings from his back, fangs, claws, and a tail. His skin grows harder and his powers greater. His eyes begin glowing more powerfully. His features also become sharper and stronger. Fiercer.
Movement: He glides along the ground using electrical energy much like Malzahar, Syndra, etc.
Age: Early twenties. Height: 5' 8" Weight: 135 (Average body type. Not too toned, but also not weak).
Notes: This is a champion with a unique ability to transform between his dragon and human form at will. His human for, while squishy, can cast a lot of spells over time while healing himself for the damage. His Dragon form he lacks in the healing fact, but is much sturdier and hits hard while being slower in ability casts. This is the difference and this is what makes him unique. Choose what you need and when. Faster casting for 1v1 fighting and healing, or sturdier, more powerful for team fights and ganks. Choosing when and how to switch is key.
Passive: *Dragon Arisen - * His dragons blood gives him immense powers in the form of magic. He gains 5% of his mana as bonus AP. His abilities have 20% spell vamp gaining 0.5% every level that only works in human form. Also while in human form he regenerates mana 50% faster.
Q Silver Talon Strike: Ioun targets an enemy in a 900 unit range striking them with a bolt of lightning dealing 30/50/70/90/110 (+30% AP) and slowing them for 10/15/20/25/30% for 3 seconds. This strike creates a small 150 unit radius AoE that damages those close to them by 50% damage.
Cost: 50 Cooldown: 13/10/7/5/3s
W Dragons Inferno: Ioun targets a 500 unit radius area within 850 range. Lobbing a white fireball to the area that explodes in a dome of searing white flames dealing 70/90/110/150/170 (+20% AP). Enemies caught in this attack also take 10/20/30/40/50 (+10% AP) magic damage over 5s while healing effects are reduced by 50% for burning enemies.
Cost: 90 Cooldown: 15/13/10/7/5s
E Crater Eclipse: Ioun summons a meteor to a location impacting a 400 unit radius with a casting range 850 that deals 90/130/150/170/210 (+40% AP). Upon impact it creates a crater that erects a barrier of earthen spikes in a 200 unit radius of the impact effectively making an impassable terrain for 2s for a total of a 600 unit radius.
Cost: 100 Cooldown: 20/17/15/13/10s
R Arise: Dragon!: While in Dragon Form he loses his human passive save for the 5% AP bonus from mana. His armor and magic resist are increased by 50% in Dragon Form.
Cost: None Cooldown: 3.5s
Passive: Kindred Dragon: His Dragon Blood is one with him. 50% of his AP is added as bonus magic damage to his basic attacks. His movement speed is increased by 20% while in this form. While out of combat this bonus is increased by 5% to a max of 50% increase giving him 70% movement outside of combat.
Q Crystallize: Ioun channels an area before him in a cone with a range of 600 units. Summoning crystal spikes outwards in the area damaging enemies for 90/130/160/190/230 (+60% AP). Enemies in this radius are also knocked up for 0.3s.
Cost: 90 Cooldown: 23/20/17/15/13s
W Infernal Wave: Ioun blasts the area with a wave of white fire around him in a 500 unit radius dealing 90/110/130/150/170 (+70% AP) damage to enemies in the area.
Cost: 100 Cooldown: 20/17/15/13/10s
E For Shyvana!: Ioun aims with a range of 700 a searing beam of lightning that deals 100/150/200/250/300 (+50% AP) to enemies caught in the blast.
Cost: 150 Cooldown: 30/27/25/23/20s
