Can that specific champ Not Q a random champs yet as in 1 v 1 with Q included would be so OP

I'm...honestly not sure what you mean here. Are you suggesting Nunu should be able to Q champions, or that you're glad he can't?

as Q as in on enemy champ . as in enemy team , how bout that , lets say 1 v1 and nunu Q the adc for example would be one shot OP

Cho'Gath's R is an ultimate on an 80 second cooldown attached to a champion with little in the way of a gapcloser save for a dodgeable AoE knock-up.

Nunu has a ranged, targeted slow, a personal speed boost, and his Q heals him as well (and has a 12-8 second cooldown). If it could hit champions it would have to deal VERY minor damage or he'd have to lose significant power elsewhere -- and the Q STILL wouldn't be able to hit anywhere near as hard as it hits minions.

You probably could make it a percentile health nuke that deals something like 5-8% of the target's maximum hit points in damage, but you'd have to nerf Nunu somewhere to compensate, and maybe lower the healing received from eating champions.
