Changes to Garen's Judgement (Spin to Win)

Judgement's current stats: Physical Damage per Second: 20 / 45 / 70 / 95 / 120 (+ 70 / 80 / 90 / 100 / 110% AD). The Total Physical Damage: 60 / 135 / 210 / 285 / 360 (+ 210 / 240 / 270 / 300 / 330% AD). However, Judgment can critically strike, multiplying the total AD component by (Garen's critical strike damage modifier − 50%). In other words, Physical Damage per Second with Base Crit Modifier: 20 / 45 / 70 / 95 / 120 (+ 105 / 120 / 135 / 150 / 165% AD).

Let us assume that Garen has 100 attack damage. Then currently at rank 5, Judgement deals 120+110=230 AD per second, for a total of 360+330=690 AD.

Here are some changes that I would like to propose. Make Judgement scale with duration, not per second. An example would be Katarina's ultimate. It deals x damage over 2.5 seconds. However, Judgement now scales with attack speed. If Garen does not buy any attack speed, then at 100 attack damage, Judgement would still deal 690 AD at rank 5 over 3 seconds. However, if Garen does buy attack speed, then Judgement will deal 690 AD in a period of time that is less than 3 seconds. In other words, Judgement can do the 690 AD in say 2 seconds. What about the Crit Modifier? Assume that Garen has 100 attack damage and also 10% critical strike chance. Then Judgement will deal 10% more physical damage. If Garen has 100% critical chance, then Judgement will deal 100% more damage. This is changing Judgement's potential damage to more consistent damage. Judgement is guaranteed to deal y% more damage as opposed to relying on chance.

The important thing to note is that these two have to go together. Judgement's critical strike chance scaling is being reduced, but by building attack speed, it takes less time to for Judgement to deal it's full damage. And when it finishes, you can auto attack the enemy since you do not have low attack speed.

Now the big question is how to calculate the duration of Judgement. I propose that the formula should be: 3 x (non-modified attack speed) / (actual attack speed). Here is an example. At level 18, Garen naturally has about 1.1 attack speed. Assume that you built attack speed on him and now he has 2.5 attack speed. Then using the formula, we have 3 x (1.1)/(2.5) = 1.32 seconds. In other words, Judgement will last 1.32 seconds. One thing to note is that Judgement will never last more than 3 seconds regardless of the attack speed reduction on him such as Nasus' whither.

Let us assume: Garen is level 18, has 150 attack damage, has 15 % critical strike chance, has 2.0 attack speed. Then Judgement will deal 120+110% x 150= 285 AD per second. Increase that number by critical strike chance, which is 15%. 285 x 115%=327.75 AD. Now multiply this number by 3, so that we get the total physical damage dealt by Judgement. 327.75 x 3 = 983.25 AD. Now how long does Judgement last? We have 2.0 attack speed instead of about 1.1 attack speed (base attack speed). We use the formula 3 x (1.1)/(2.0) = 1.65 seconds. Thus, Judgement deals 983.25 AD over 1.65 seconds.

Another idea that I was thinking was changing Decisive Strike (Q) to a dash, removing the silence on Q but allow it to interrupt channels, and making Judgement silence everyone that is taking damage from it.
