Abyssal Scepter does not work on Garen's R

As soon as I got into PBE, I spammed Darius' and Garen's R. I spent like 5 minutes just pressing R against dummies. Try it out!

Anyways, I tried magic pen Garen, and with + it dealt 4470 magic damage at max damage. Without the Abyssal, it dealt 4470 magic damage again. I sold the magic pen items one by one and the value changed. But Abyssal Scepters passive "Nearby enemy champions take 10% more magic damage" did not apply to Garen's R.

So in a team fight, where your teammate has an Abyssal, it does not benefit Garen's R. Now you might argue that you should be ulting the villain, however, the villain might be the support, and you might not want to ult that target.

Make Magic Pen Garen Great Again.

The passive does work on Garen's ult. Are people just upvoting this without testing or confirming it just for the memes?

The blue arrows in my screenshots shows the debuff from abyssal's aura applied (and lack of) and the boxes highlight the damage dealt. Without abyssal, the ult with my build deals ~5144. With abyssal, it does ~5659 (a 10% increase from 5144, but not quite due to display values being rounded from the actual values).

Interestingly, once you apply the debuff to a target, it will remain applied until you move far enough away from it (even after selling it). http://puu.sh/tlUOu/027cd7d5b5.webm
