Spell mastery

The first ability you level up in a game gains max CDR for the rest of the game.

This means at lvl 1 you get 40/45% CDR on one ability (non ultimate in most cases) at the start of the game. This is your keystone benifit, but it also devalues CDR builds a bit.

So for example a riven could take this ability for Q for low CD Q's but she might still want CDR to lower he other ability CDs.

This could have interesting implications on champions who are utility based like supports as well.

It is also a double edged sword for champions with resources as they can starve themselves much faster of energy / Mana.

This is just an idea I had and wanted to post it.

So you are telling me, that i can play a champion that gets nerfed heavily with cooldown increases and i can pick one rune and all of the "balance" would be gone

You really want to see a Riven that uses her shield every 2 seconds? Or karthus that waits until level 6 to level up his ult and now he can spam it throughout the game?

Yeah, I dont think so The idea that you want a new keystone is cool but the way the keystone works is not cool

It's an interesting concept, but I feel like the availability of CDR is already so widespread that it honestly needs to be cut back a bit, not given even more readily.

Just like Aftershock being a major rune without every champions being able to use this overpowered rune, a lot of champions CAN'T AND WON'T buy CDR in their core build. Give them such a rune and they just and literally shit on their lane opponents (though recent champions like Irelia and Akali along with Kennen and Jayce already do it). That'd be unhealthy.
