[Champion Concept] Kia, the Murmur of Runeterra
Background Disclaimer Kia's background is short and to the point. Explaining the basics of who she is and what she has gone through. If people request it I will add a longer more in depth lore section. Thank you.
Background Kia was taken as a child and made to think she was abandoned. Orphaned. This was done by an independent organization known only as "The Company". They perform inhuman experiments, assassinations, research, and many other things. Kia was one of these experiments.
Kia is an acronym for Kill, Intimidate, and Assassinate. It is what they planned to use her for. They began at a young age brainwashing her and increasing her strength and resilience. She was given her weapon, Mermar, when she was deemed "ready". She named it after the sound it made as it flew through the air. A murmur as it flew through the air. It was a large ball attached to a chain that even fully grown men could not lift. Weighing roughly over a ton. This she used with deadly grace, accuracy, and control.
She became emotionless and listened to all orders given to her...however that changed. She was ordered to kill a family on grounds of them being traitors. She did so. All save for the third member. A little girl. The family was hers and her name, her real name, was Ellia. This broke her of the brainwashing. Her mother, before dying, recognized her by her eyes and face. With her dying breath she said that she did not blame Kia and loved her. Requesting but one thing. Protect her sister, Ria. Completely broken and distraught she did the only thing she could at the time.
Taking her little sister with her she returned and destroyed the Company. It was during this time Ria was told the truth of their parents death. That Kia was the one who killed them. Ria, even though she was quite young, was understandably upset for a long time, and yet overcame this knowing that Kia was not in her right mind. Kia did not believe she deserved such a loving and understanding sister. Ria stays by her side determined to help Kia free herself and take on the mantle of Ellia.
Until that day Kia and Ria roam the land helping people along the way.

However, the differences from the image are as followed. Kia's hair is raven blue which shimmers a dark blue as she moves. She has heterochromia eyes. Her right eye is red and her left eye is blue. She wears no lipstick like the girl in the picture.
Weapon: Mermar Mermar is Kia's weapon of choice. Named after the sound it makes as it flies through the air. Mermar is a relatively medium sized spiked ball attached to a rather long chain which wraps around Kia's right arm and waist. She holds part of the chain in her left hand, but throws it and uses Mermar with her right.
Age: Kia looks to be about 16-18 years old, but her real age is relatively unknown. This is because Ria looks around the same age, and yet is much, much younger. By at least 13 years.
Lore wise however Kia and Ria are quite old. Kia's biostructure after the experiments made her almost immortal. She used this knowledge on Ria with her permission so that they may never be separated.
Additional Lore Ria's hair is raven blue like Kia's but shimmers a dark red. The opposite of Kia's which shimmers a dark blue. Ria's eyes are the opposite of Kia's. Red left eye and blue right eye. Their mothers was green right and purple left.
Also, Ria is just a lore point and not part of Kia's model. Simply a part of her lore. Though I may make Ria her own thing.
Quick Overview/Synopsis Kia is a resourceless ranged tank/fighter. She uses Mermar to attack from afar using her tankiness to stay in the heat of battle to build up her attacks. However, she lacks any kind of mobility and thus is easily locked down if not careful. Her combo abilities allow for good farming and multi targeting making her a huge presence in her lane.

Passive Bludgeon Each consecutive basic attack on a single target applies a 3% slow stacking up to a max of 60%. 3-20% lasts for 1s, but decays rapidly over its duration. 21-40% lasts for 2s, but decays rapidly over its duration. 21-60% lasts for 3s, but decays rapidly over its duration. Switching targets increases the speed at which the slow decays on the previous target.
Q Wide Sweep Passive Adds the debuff "Cripple" to basic attacks and abilities. This allows for "Cripple" stacks to be generated. "Cripple" stacks up to 3 times and lasts for 6s. "Cripple" grants abilities extra effects.
Active Wide Sweep can only be activated if an enemy has max "Cripple" stacks within 1000 units. Swings Mermar from one side to the other dealing 30/60/90/120/150 (+70% AD) damage and pushing enemies 100/150/200/250/300 units in the direction of the swing.
Enemies with 1 "Cripple" stack are slowed by 30% that decays quickly over 3s. Enemies with 2 "Cripple" stacks are slowed by 50% that decays quickly over 3s. Enemies with max "Cripple" stacks are stunned for 0.5/1/1.5/2/2.5s. This consumes "Cripple" stacks.
Cooldown: 16/14/12/10/8s Sweep Speed: 2000
Area of Effect Mermar swings in a wide arc either right to left or left to right. This depends on which side of her it is cast from. When cast Mermar swings from point A to point B covering a total width of 600 units at its peak and about 100 at its narrowest/base. The reach of Mermar during Wide Sweep is 600 units.

This rough visualization is of the area of effect of Wide Sweep. The actual skillshot has attached to it a similar skillshot to Diana's Q. A curved skillshot, but without the circle at the end. This is to tell which direction Mermar is swinging in. This curved skillshot part of Wide Sweep also determines in which direction Wide Sweep is activated in.
The curve would be towards the side that it is going to swing to. Not from. Hope that makes sense. I'd try to make a better visualization, but my skills in that are suck. :\ So hopefully my explanation helped.
W Flying Swallow Mermar flies foward in a 600 unit linear path. Along its path it knocks up all minions and neutral monsters for 0.5s dealing 50/100/150/200/250 (+50% AD) damage to them and dispelling all false champion images immediately. Mermar stops upon the first real enemy champion it comes in contact with applying a stack of "Cripple" (if capable) and deals 40/80/120/160/200 (+50% AD) damage to them.
Applies on hit effects. Lifesteal is halved.
Cooldown: 20/18/16/14/12s Speed: 1600
Diverging Swoop During its flight this can be recast to activate it again and send Mermar in another direction. Animation of this is a flick and movement of the wrist and chain. However, Mermar's reach is not as long on this second cast and only reaches up to 400 units.
E Rebound Passive Allows attacking 2/3/4/5/6 targets in succession by resetting the basic attack counter. Increases attack speed by 10/20/30/40/50%.
Can move during rebound, but will cancel on the next target if the next target exceeds the 1000 unit maximum reach due to moving.
Reach: Rebound can reach up to 1000 units away. The first attack is always within attack range and each rebound after that the target must be within 300 units of last target. If not then Mermar will return.
NOTES Rebound is a way for Mermar to flow to enemies and allow easier acquisition of stacks for "Cripple" and "Bludgeon".
Attacking an enemy and immediately switching targets with any amount of ranks in Rebound will have Mermar attack the first target, seem to bounce off to the next target, and if a third target is chosen it will do so again and so on if rank allows. Mermar will attack all targets in order.
Switching targets can be done by holding down the attack button and dragging to the next target which will "link" them visually by a ghost chain which shows which way Mermar is going.
R Windup Mermar is spun around vertically increasing in speed over 3s. Bonuses to Basic Attacks and abilities are given if used during Windup. Bonuses increase as the speed of Windup increases. Upon using an empowered attack Windup starts increasing speed once again. Windup lasts until used and goes on cooldown afterwards.
Stuns, Fears, and Charms stop Windup and put it on half cooldown. All other CC does not effect Windup from gaining speed. Taunt's will force Windups Basic Attack and Rebound bonus if taunted during Windup, but will not return Windup to gaining speed and Windup will be put on cooldown.
Cooldown: 60s
Basic Attacks and Rebound The next basic attack automatically rebounds to the max amount of enemies if possible. Bludgeon passive is increased stacking 30-60% slow on enemies hit depending on how long Windup was charging. 30/40/50 (+30% AD) bonus damage up to a max of 80/90/100 (+70% AD) bonus damage added to the next basic attack depending on how long Windup was charged beforehand.
Bonus damage ranks up with Ultimate rank. Min/Max damage is dependent on Windup speed.
Wide Sweep Wide Sweep may be cast without max "Cripple" stacks nearby. Deals 50/75/100-150/200/250 (+50% AD) additional damage depending on how long Windup was charged for. Applies the Slow or Stun to all enemies hit without the need of "Cripple" stacks dependent on how long Windup was charged for.
Bonus damage ranks up with Ultimate rank. Min/Max damage is dependent on Windup speed.
Flying Swallow Increases range by 100/200/300 dependent on how long Windup was charged for. An enemy champion hit by this is slowed by 10/20/30% that decays quickly over 3s or stunned for 1/1.5/2s. Slow is applied if done before max Windup. Stun is applied at max Windup.

Kia should ideally build Attack Speed, Critical Strike, Health, MR, and Armor. These items focus on that, but many builds and different items could be used to fit each persons unique playstyle.
Restricted Items Due to the nature of Kia's attacks these items cannot be used by her.
