{Champion Buff} Zilean is still the Lord of Time! (Change suggestions)

Hello summoners, just wanted to throw out a few Ideas to see what people thought about making Zilean better at Utility. It's just a few minor changes I thought of while playing him and I thought I'd see what you guys thought. Here we go!...

1. Placing 2 Time Bombs (Q) within the inner circles of each other should proc both explosions and the stun, even if you throw them on the ground. > I think this would be a great zoning tool in lane with an ADC because you could set a bomb in an area and threaten that zone with a W-Q combo if they get in range. I feel as if getting to bombs in the same spot, regardless of where it lands is basically saying "Hey, I want to stun the area" anyway; and why not get further rewarded for doubling up by having both bombs explode at the same time? It would add a unique playstyle to Zil and be great for setting up burst combo's instead of having one bomb explode and stun, then the next bomb shortly after.

2. Time Warp (E) should also increase an ally, or decrease an enemies' attack speed by halve the amount for the duration. > Riot did a great job giving the fastest movement speed buff to the Chronokeeper, and I agree that with the right champions on your team, the MS boost is OP in itself. But sometimes I feel as if just running around and slowing an opponent down doesn't seem like it gives a Time-Mage much credit. It's pretty much usless if your ADC decides to trade, and I feel like adding an AS buff would be a great addition to Zilean's utility and would more that likely get the Time Lord back into the Meta.
