Zilean Rework
Passive: Time Instability (Global Passive) - Every 2 minutes and 30 seconds time fluctuation alternates for 10 second time frame. Haste - All champion movements increased 20%, skill shots, basic attacks, and spells travel and cast 10% faster. Cool downs reduced by 10%. Sloth - All movements decreased 10%, cool downs increased by 5%. Skill shots, basic attacks and spells travel 5% slower. When haste happens a clocktower bell chimes 5 times consecutively to a beat. During sloth clock tower bell chime is slower and longer in pitch. In game time progresses as normal.
Q - Pause Snap - Interrupt an enemy action stopping channels and stunning enemies for .75 seconds. Only interrupts if enemy has banshees or Black shield. After 3 skill points the point click stun Deals 50 + (5 damage per minute passed in game) W - Quicken - Reduces an ally or zileans ability cooldown by 1,2,3,4,5 seconds does not apply to ally ultimate spells. E - Time Fracture - Channel for .75 seconds Breaks an opponents time sync dealing 5% of enemies max health + time spent in game adding 5 damage per minute + 5% ap. R - Rewind - Zilean Rewinds everyone's health in a medium radius for 3 seconds overtime healing 100, 175, 350 + 5%ap health. During haste time, Rewind is channeled in 1.5 seconds and During sloth time ult duration increased to 6 seconds.
Zilean in this Rework lost control of time due to an accident. This accident resulted in time distorting around him but never aging and only growing stronger.
With him being a time mage of sorts his damage I felt should be tied to in game time.
