how Riot should implement new skins

the community has an expectation of what new skins should be, we have tastes, that's why us clients spend money for skins. Riot, on the other hand, has their vision for skins, i think Riot + client skins should come out together, like, for example, the next set of skins is the Harrowing skins, what if Riot did this + community upvote skins like : trick or treat Baard, etc. also, we have been waiting for harlequin jinx, project: quinn, etc..

New plan: release Riot inspired skins + community skins at the same time and not Riot only skins and then randomly community skins

This year's harrowing skins are disapointing, especially slayer jinx/panth :/
