Abilities:

[Passive] - Mutated Helix: Whenever Rivel kills a minion or neutral monster he gains one stack of Mutated Helix. Champions, large minions, and large neutral monsters give him two stacks. At 14 stacks, his next ability will have an additional effect. Drain becomes Leech. Plague Canister becomes Bio-Weapon. Hemo-Virus becomes Systematic Compromise. Harvest become Rapture. Healing effects on Rivel are reduced by 50% for 4 seconds after using one of his Mutated abilities.

[Q] - Succumb: Rivel launches tendrils of blood towards the target location, dealing 60, 100, 140, 180, 220 physical damage. If they encounter an enemy minion or neutral monster, half the cost is refunded and he heals for 3% of his own maximum health plus 5% of theirs. Enemy champions and large monsters hit by Succumb are additionally rooted for 1, 1.7, 2.4, 3.1, 3.8 seconds and refund 75% of the cost. [Q] - (Mutated) Leech: Rivel targets an enemy, rooting them in place and channeling for 3 seconds. During this time, he heals for 6, 7, 8, 9, 10% of his maximum health and deals half the amount in physical damage to them. He additionally will heal for 7% of their current health, and the target enemy will deal 15, 20, 25, 30, 40% reduced damage for 2, 2.5, 3, 3.5, 4 seconds.

Health Cost: 5% of max health. Cooldown: 16, 15, 14, 13, 12 seconds. Range: 700 (Mutated: 700)

[W] - Plague Canister: Rivel kicks a canister filled with deadly gas towards a target area. The area lasts for 6 seconds, and enemies inside will suffer 23, 37, 52, 68, 85 magic damage (+4% of Rivel's maximum health) every second, and be slowed by 24, 38, 47, 60, 72%. Additionally, he can reactivate the ability to detonate the Canister, dealing 40, 55, 70, 85, 100, 115 magic damage to enemies in a 675 unit radius. [W] - (Mutated) Bio-Weapon: Rivel vents chemicals from his body for 6 seconds, dealing 46, 57, 69, 82, 123 magic damage to all enemies near him and slowing by 25, 30, 45, 50, 65%. Enemies that step in the area will additionally be infected as well, creating an area around them that will damage and slow by the same ammounts for 3 seconds. The same enemy cannot be infected twice.

Health Cost: 3, 4, 5, 6, 7% of current health. Cooldown: 23, 22, 21, 19, 18 seconds. Range: 675 (Mutated: 750)

[E] (Toggle) - Hemo-Virus: Rivel combines several of his blood samples together inside of himself, giving himself a Hemo-Virus. While it is toggled, he deals 1, 1.5, 2, 2.5, 3% of his maximum health as extra damge, and consumes 0.5, 0.75, 1, 1.25, 1.5% of his current health per strike. [E] - (Mutated) Systematic Compromise: Rivel adds more samples to the mix, completely compromising himself. His autoattacks will now deal 3, 3.5, 4, 4.5, 5% of his maximum health as extra damage and slow his target by 15% for 3 seconds. Allied minions and champions near him receive a 12, 20, 28, 36, 44% attack and movement speed boost that lasts for 5 seconds. He consumes 1, 1.3, 1.6, 1.9, 2.2% of his maximum health per strike and can only compromise himself for a total of 10 seconds.

Health Cost: (Listed). Cooldown: 2 seconds. Range: Personal (Mutated: 400 for buff range).

[R] - Harvest: Rivel sends out tendrils of blood a moderate distance in front of himself and begins channeling. He channels for 3 seconds. Once the channel is over, he drains the area of all blood samples, knocking up and damaging all enemies inside. It deals 100, 200, 300 true damage and stuns enemies for 1, 2, 3 seconds afterwards. [R] - (Mutated) Rapture: Rivel sends the tendrils out an even larger distance and adds the area to both of his sides. Enemies in the area after the 4 second channel are dealt 110, 220, 330 true damage plus 5, 7, 9% of Rivel's maximum health. He additionally heals for 3% of the damage dealt, and enemies have their armour reduced by 40, 55, 70% for 3 seconds afterwards.

Health Cost: 20% of current health. Cooldown: 180, 175, 160 seconds. Range: 1000 (Mutated: 1500)

Appearance: Tall, built. He wears a full-body black trench coat that is tattered and torn. Under that he is wearing a black shirt and black pants, each with tubes leading from in his body to other places on his person. His trench coat has a hood, which he wears all the time, and on his face he wears a Darth-Vader-esq respirator over his mouth. Red tinted googles cover his eyes. In his right hand he holds a long serrated knife, and on his left hand is a gauntlet of sorts with almost needle-like fingers. Each of the needles has a tube that leads directly into his hand. Rivel's voice is very raspy due to his respirator and a special feature that the respirator covers.

Joke: "They say to never judge a book by it's cover. Well, I'm still a pretty ugly book."

Taunt: "Come a little closer and I'll show you just how far back your spine can bend." Alternatively: Against anyone from Zaun: "You and me aren't so different. I'm just out to exterminate you." Against Zac: "What?! There's nothing for me to control! Heh, this should be interesting."

Laugh: Raspy chuckle. Alternatively: Breathy laugh or long raspy laugh.

Dance: Cha-Cha Slide

Moving: "Let's get a move on." "I can only move so fast you know." If the player is clicking a lot: "Calm down. We have time."

Upon being chosen: "Freaks and amalgamations. Just another day on the job."

Death Animation: A geyser of blood explodes to the side of him, and he falls to his side, weakly attempting to claw his way towards it before dying.

is it just me or does he seem like Neo from the Matrix from the neck down. Other than that Rivel is a pretty cool Champion idea

Honestly, the problem I think you're going to run into a lot is that he seems similar to others already.

Sprays blood like our friendly neighborhood hemomancer, (Vlad,)

Consume like interactions with Neutral monsters and minions, hungry like a yeti, (NuNu)

You see my point?

Honestly, your naming sense is pretty good, particularly that passive, you should probably run more of the DNA mutant route, seeing as how Blood mechanics are already a thing, and that he himself describes himself as "ugly"

On the appearance, this is very very specific niche you're pulled yourself into, Generally the "abominable hunter of abominations" is a good one, however, the concept of covering his face almost completely with a hood, goggles, and a respirator, seems to be in direct conflict with his very self-centered, careless attitude presented.

Personally I'd run PI detective with that personality, or maybe I've been playing too much F4...

For his E's passive, turn down that damage a lot. A LOT. A max of 1-5 percent of his max health as damage, and make it cost only a small amount of his current health. (ex; 1-2%.) Reasoning- Tahm kench is already strong, and he does % of his health as damage. He is at 6%. That is his ult at max rank. 16% health on a max health char (for most) could be over 1600 per AA. Not logical. Even tahm isn't that strong. -In general. I like the idea, but turn down the max health damage. Gets a little insane if they just build full tank then out damage the entire team.
