Abilities:
[Passive] - Double Tap: Exavier has a special round of ammunition loaded in his gun that he fires when he crits. Firing the round consumes it, and he reloads it into the gun 6 seconds after firing. The special round deals 10, 15, 20% increased damage and silences the target for 1, 1.5, 2 seconds. His next attack against the enemy silenced within the next 3 seconds is guaranteed to crit, and he immediately reloads the round if the second shot is a killing blow.
[Q] - Scope: (Passive) Exavier uses the X-ray mode of his scope, gaining an additional 7, 14, 21, 28, 35% critical hit chance and damage. (Active) Exavier scans within 900, 1000, 1100, 1200, 1300 units of himself, revealing any stealthed enemy champions and brush for 5 seconds. Enemy champions in the area are marked, which Exavier's next autoattack will consume to deal an additional 40,50,70,90,120 damage. He loses the crit chance and damage while this ability is on cooldown.
Mana Cost: 50, 55, 60, 70, 75 Cooldown: 20, 19, 18, 17, 16 seconds.
[W] - Penetrating Shell: Exavier fires a bullet that will pierce deep inside of the target enemy. After a 2 second delay, the bullet will explode, dealing 100, 115, 130, 145, 160 physical damage to the target and nearby enemies. It will also apply Grevious Wounds to the target for 3 seconds.
Mana Cost: 65, 70, 75, 80, 85 Range: 720 Cooldown: 24, 23, 22, 21, 20 seconds.
[E] - Cyber Rush: Exavier dashes in a target direction. If he encounters an enemy Champion, he knocks them up and slides under them before firing a high powered round to propel them away from him. The shot will deal 90, 110, 130, 160, 200 physical damage. The sudden burst of energy on the enemy champion will cause nearby turrets to ignore the target for 2 seconds.
Mana Cost: 80, 85, 90, 95, 95 Cooldown: 30, 29, 28, 27, 25 seconds. Range: 670 (Knock-back Range: 800)
[R] - Kill Confirmed: Exavier trains his sights on a narrow path, activating a charge function on his rifle. After a 2.5 second channel. he fires a shot that flies with tremendous velocity, piercing all enemies it hits. The shot will stop upon hitting an enemy champion, and deals 200, 290, 380 (+60% AD) physical damage to minions and monsters the shot pierces, and 180, 260, 340 (+40% AD) true damage to the first champion it hits. If the champion hit dies from the shot, it continues on it's path of travel until the damage it deals does not kill a champion.

Appearance: Much like the picture I've posted above, he'll be wearing futuristic-like armor. I was thinking perhaps some sort of grey or light brown cloak would go around his shoulders and reach down to his elbows. He'd be wearing a helmet with or without a visor, and the highlights of his armor are glowing blue or red.
Taunt: Exavier throws a flying disk into the air that flies around in front of him rapidly "Ya know, this rifle isn't just an antique." Without scooping in, fires a shot that destroys the disk Alternative dialogue: "I may not be an assassin, but you're my next target." Silence "Pow. Ha."
Laugh: Short laugh Alternative Laugh: shorter laugh long laugh
Joke: starts spinning his rifle around his body in intricate ways "If you're cold, go stand in a corner. They're usually 90 degrees." Alt. Jokes: "Two guys walk into a bar. The third one ducks."

Remember, this is still a pretty rough concept as far as concepts go. If anyone thinks they have a better name for an ability, or a better title for Exavier, feel free to recommend I change it. Stay frosty.
