Can someone pls explain how these work? I really want Angler Jax, Annie in wonderland, Stinger Akali, Vandle Vald , and so on. But these skins are retired, so what does that mean ? Will I never be able to buy them, or will they show up in random occasions in the shop ?
They are not "retired skins" They are "legacy skins", which means they will come back to the shop whenever Riot decides to open the legacy vault again
Btw, retired skins are those that will never come back again. Rusty Blitzcrank is an example

In your case, Angler Jax is a Legacy skin, which means it may come back when we open the Legacy vault, which happens periodically! Legacy Skins above 520RP are available through Mystery Gifting.
They will return occasionally for events and such
Retired = never returning, ever. Legacy = rarely unlocked Limited edition = one chance on them, will likely never come back to store
On the other hand you can get legacy skins through mystery skins.
