Okay, so I really hope @Riot reads this, and I appreciate all feedback.
What if you could exchange IP for RP, but at a rate of 10 IP for 1 RP, or something along those lines. In addition, you could only buy a maximum of say, 30 RP in 24 hours, so you wouldn't have people stockpiling IP. The main purpose behind this would be for the people who need just a little more RP for that skin that's on sale, but over time you might be able to get a skin. Just an idea.

Unfortunately, I think this is actually counter to Riot's interests. They'll occasionally give away handfuls of RP to people only 1-15 RP off of a major purchase, but this system would allow people to empty their RP banks pretty easily.
Why is this a problem? Because psychologically you don't like seeing 121 RP left in your account. You'd like to use it. So you're more inclined to buy more, because that 121 is something you'd rather see reduced to 0, and ALSO because it's progress towards the next purchase. So it's a weird psychological incentive to buy more RP in the future, and that's a powerful tool for Riot, since they subsist entirely on optional cosmetic transactions.
