A champion I've thought of: 4
Well for all, 3 of you that voted congrats to Noxus for winning but don't worry bandle city will get it's chance another day.

Design: her suit is skintight underneath but has some armor over it to prevent it being very fanservicey, she is like Lux but older in terms of build, she has a mini-skirt along with a scarf that usually flows behind her, she usually has electricity coursing through her body. Her splash art is her standing and looking left with electricity coursing through her body and once in a while her eyes glow and the electricity intensifies.
Seska "The Electric Scout" Role: Fighter
While many in Noxus are called heartless, they simply follow their law of "Strong survive, weak must be removed." Such was the case with Seska and her family, Seska wanted to prove herself to the main figureheads of Noxus, Darius, Swain, and others and always searched for ways she could make herself stronger however when she was 13 and physical training proved unsatisfactory she turned her head to Zaun and it's scientists, while she waited to find a program she practiced her skill with a katana.
When she was 16 she found a program that was planned to increase a patients strength and pain tolerance, with minimal consequences if it failed. Seska volunteered for the project, only to discover that the procedure was basically liberal application of electric current. The process was excruciating, but she endured. She could take it, she was Noxian; what was she if not strong?
Before long the results began to show themselves: sessions became less and less painful, her strength and endurance increased substantially, and as the testing period came to a close she began exhibiting the ability to store and channel her own electric current, which she could weaponize directly or use to further enhance her already-impressive physical abilities.
However before she could leave she found herself being sold to an arena where strong warriors would fight prisoners for the entertainment of others. When she faced her first opponent she saw what mercy was in the arena, The man was twice as big as her father with a hulking double sided axe and in his hands, however she knew what to do and without much trouble she caused a humongous amount of voltage through his heart and he was down on his knee's in mercy. The crowd was silent, none had seen this happen before, however she waited for the crowd's response she expected anything but the response she got, loud cheers rang from the crowd and then she was told to execute the man but she told them that when she was accepted as a champion, she would give the crowd what they wanted, within a few weeks notes of her spread everywhere and Darius, Draven, and Swain decided they would see this girl, after the arena battles they went too see her and she told them that her lifelong dream was to be recognized by people like them then Swain stepped forward and offered her something even greater, a place by their side, she accepted immediately and now she works with Darius and Swain to bring down the weak leaders in Noxus.
But during one night she read about various places known as Demacia and Ionia and heard about the mighty warriors their, as such she soon found herself dreaming of meeting those mighty warriors and being their friends, now when she heard about the league of legends she decided to join not only to represent Noxus but meet the mighty warriors of those countries she has read and dreamed about.

But now I'm much stronger so I shouldn't be worried. Now by Swains side we shall change Noxus for the better, then I should be able to make a friend in Demacia and Ionia like I hope too." Stats: Health: 450+60 Attack Damage: 60+7 Attack speed: 0.956+5% Health Regen: 1.95+.24 Movement speed: 375 Armor: 20+2 Magic Resist: 20+3
Note: Seska has an energy bar instead of a mana bar that every time she upgrades her ultimate will go up by 100 starting out with 300 and it will regain 10 for every attack she lands on a target.
Passive: Charging up Seska will buff an ability every time an ability reaches max (they will be gone over in each ability).
Q: Electronic Boomerang Seska throws out a boomerang that will go through minions dealing 1/2 damage than it would normally. if it connects to an enemy champion it will deal 90/120/150/180/210+(50% physical power) over 4 seconds. When Buffed if it either hit's twice within 3 sec. or if it connects to an enemy champion it will stun them for 2 sec. Energy: 90/80/70/60/50 Cooldown: 9/8/7/6/5
W: Bob and Weave Seska Teleport's about the distance of a flash in the cursors direction then she will stab in target direction dealing 80/95/110/125/140+(80% physical power), In the upgrade version she teleports further, about the size of a flash and 1/2, and her stab is replaced by an electric shock that can hits all unit's in a cone in front of her within 400 unit's. Energy: 120/100/80/60/40 Cooldown: 13/12/11/10/9
E: Static Field Passive: 2%/5%/8%/11%/14% bonus movement speed
Toggle: Seska causes the area around her in a 400 unit radius to be electrified it will deal 20/30/40/50/60+(25% physical power) per sec. in magic damage. When upgraded the feild will also slow enemies for 25% and Seska will move 10% faster Energy: 40/35/30/25/20 energy per second. Passive is canceled while ability is active.
R: Overdrive Seska become overdrived she can't stop in this mode, her movement speed is doubled, and she can click too swing diagonally though the hit box is a cone in front of her with a range of 100 units dealing 100/170/240+(100% physical power) she will keep this up for 7 sec. and can turn with the cursor and can't be slowed, but all other effects still are in place. When upgraded her movement speed is tripled, she slices twice dealing double damage, and she can run over walls. No cost Cooldown: 120 sec.
Description: She is supposed to be a top lane dueler similar to Fiora and Jax, unlike those 2 she is supposed to constantly moving because she isn't as bulky as those 2, she's supposed to poke and annoy the enemies with her abilities, and she can also use other abilities to chase down running enemies.
