I swear to every freakin diety based existence whenever i see retarded ideas based on inappropriately matching up the 'surface appearance' of a country/etc. and basically call them 'Evil', i'm very sure i just heard the groaning of several of those 'higher beings' and then collectively doing a facepalm straight on their foreheads.

Noxus is basically based on the idea of 'Strength is what matters', which basically ties into the lore quite a bit. Meaning they are 'ruthless against' any foe that faces them' because they believe in strength, not beliefs that are more likely to get you killed by a simple backstab or betrayal of 'trust'. Which also works for the country itself because they respect strength in many forms and would gladly focus on cultivating it then make it rot away.
Course that is based on what Noxus is supposed to be basically, but with champions like 
and so on as examples, its clear that if even if you tend to 'make things into a performance' or 'act a little crazy', if your strong then you are definitely someone who could go far in Noxus.
Anyway, if you are going to go with the Garen is brainwashed gag, you would be better off with copycatting the lore of Warwick, namely someone from Zaun decided to pull some very dark experiments, just like how Singed basically was the one who 'created' Warwick by mutating some person by pumping him with some kind of serum and what not. Since Zaun is basically the place where alot of scientists and so on will do black market deals and unsanctioned experiments, it could easily be possible for some scientist wanting to dabble in brainwashing and be some nutjob who thought he could 'rule the world by brainwashing the most powerful people in the world'.
Then somehow he manage to get Garen to have that happen, would require alot of quote changes to make him sound more 'zombified like sounding' to match up to the brainwashing motif and give him an outfit to match a Zaun theme (which he already has a skin that pretty much does that).
We already got simple skins like Noxian Poppy and what not, but there is at least a point where people are just going over the top on repeating particular kins without thinking.

."The Ultimate skins actually feel like a major Impact", not just some golden gun in a FPS and thats it, its like taking cho'gath, putting on his battlecast skin and amplifying that feel by a thousand to where when someone is wearing it, you feel like they are a player who is serious about playing, not a random stodge who is gonna spam taunt at you, even when they are basically feeding you free kills.
--Not to mention since Noxus is about "Strength is what matters", the notion of brainwashing a enemy general is kind of a contradiction on that belief. Now if it were to be something along the lines of Garen being turned into a scapegoat and exiled from Demacia (anyone remember 
's plot?) and then the only way he can 'gain back' his honor would to gain a strong position in Noxus to reveal the one who set him up(and likely expose a individual/group acting under selfish interests to cause Demacia and Noxus to collapse in the process), then that could make more sense. But once again ""It would more then likely be on a skin tier much lower then Ultimate"".
I would love a Noxian Garen skin. Though I feel it would never quite fit the mark of ultimate. The bar is set extremely high after Elementalist Lux!!! I could, however, see a legendary skin in the way of changing his voice lines to better fit Noxus.
sounds like a definitely not garen skin in a noxis outfit spinning with an axe darius could then get a demacian version
