Small Teemo W rework?

Lets be honest, the scout isnt a scout and isnt viable. he's more of an assassin/trapper than a scout, just my opinion. Anyways, the only rework im asking for is his W: move quick. This skill is kinda... bad? is it possible to make it kinda like twitch q but keep everything else? if thats too strong, is it possible to make it so that when teemo camoflauges, then uses W, he gets bonus movement speed and keeps the invisibility while moving even if he isnt in a bush. kinda like a stealth mission, and relates to his title, swift scout.

P.S: this makes the game 'find the teemo' more fun/tedious because of people getting mad.
