Whenever Siegfried takes damage from Champions he heals allies in an area around himself for 10% of all damage taken(before resistances), reduced to 5% on non-champions.

Siegfried dashes forward and deals 30/50/70/90/110+(90% Attack Damage, 20% Ability Power)physical damage to all units in the line, applying on-hit effects and taunting units hit by the end of his spear. Taunt lasts 1.7/1.9/2.1/2.3/2.5 seconds.
W: Raise Morale | CD 22/21/20/19/18 | Cost 70/75/80/85/90 | Range 550
Siegfried grants a unit increased AD by 8/16/24/32/40+(15% Bonus AR) and increased AP by 12/24/36/48/60+(30% Bonus MR) increasing over 4 Seconds and then persisting for 1 Second.
E: Resilience | CD 14 | Cost 40/45/50/55/60
Siegfried absorbs 40/45/50/55/60%(+15% Bonus Attack Damage) of all damage taken for 3 seconds into a shield after the effect ends that lasts for 3/3.5/4/4.5/5 seconds. Siegfried can recast early to transfer the damage absorbed into his next basic attack within 3 seconds instead, dealing 50%+(10% Ability Power) of the total amount in physical damage.
R: Banner of Victory | CD 25 | Cost 60/70/80+(10 per second) | Radius 700
Siegfried holds up his weapon and is unable to basic attack, but gains 50% tenacity and boosts all allies around him. Siegfried and allies gain 10/20/30% increased attack speed, 10/15/20% damage reduction, 4/8/12% increased movement speed, and 10/15/20% cooldown reduction. Upon activation nearby allies break free of any crowd control.
Passive: on-hit mark enemies to take 1/1.5/2%+(0.2% Ability Power) of all damage you receive as magic damage, stacking up to 5 times and lasting 5 seconds, refreshed on stack gain.
Definitely subject to change... So keep that in mind.
Without healing bonus or shields his passive basically heals for 10-15% of his life depending on resistances, if he gets 1-shot or whatnot, pretty sure that ain't busted...
Mana cost numbers might be too high.
