Piltover has always being its safest conditions without a single trace of danger lurking in every corner. Jean, the 2nd Lieutanent of Piltover, has always been on the constant job on watching the dangerous nights to guard all the precious innocent lifes of citizens of Piltover. Of course, he doesn't mind the waiting and the congestion of having to stay at one spot for long periods of time, well, better than having his naggy cousin Cailtyn in pointing out every single tiny mistake which should be easily overlooked. After Cailtyn was assign to the League of Legends to handle her own case, Malcolm tags along in the dark, hoping that the battlefield over there would serve more pleasure in securing headshots.
Champion's Looks
I would imagine him in a black bulletproof vest, while his right hand carrying a rapid-fire Rifle, and his backside carrying an RPG. His whole outfit is just somewhat similar to what Black-Ops usually wear, and he also wears a helmet with a scouter worn on his right-eye (yes, the one like Dragonball). Also would want to mention he has long black hair as well that sticks out of his helmet.

Places a stealth bomb onto a location and grants vision (as big as a ward). Enemies who steps on it will be dealt 60/80/100/120/140 (+70% Ability Power) and then fires cross-beams in a star shape, dealing 40/45/50/55/60 (+60% Attack Damage) magic damage. Enemies who steps on it will be seen by allies for 3 seconds. Traps lasts for 3 minutes.

Jean shoots off an RPG to enemies, dealing 85/95/105/115/125(+120% Bonus Attack Damage) attack damage on enemies and those around the blast radius and also gets slowed by 35% for 2 seconds.

Jean starts gaining increased focus in terms of accuracy & stamina, increasing attack speed by 20%/30%/40% and 100 range, gains 20% Cooldown Reduction & gains 14%/18%/22% movement speed for each damage he deals for 2 seconds. This lasts for 6 seconds.

Playing as Jean -When you got outranged, use Lock-On to poke enemies from an impressive range. -In teamfights, continuously use Lock-On to wittle down opponents before engaging them with Time to Party.
Playing against Jean -Sweeping lens is a good item to kill off Stealth Traps Jean may be placing at. -When Jean activates Time to Party, slow or stun him to reduce his damage significantly. -When you think Jean's range is a threat in lane, either engage in hard with your support or call out your jungler
Yeaaaah, I admit this champion concept is too blant as most of them resembles certain ADC champions. Just take this for fun :p
