Why doesn't Riot bring Wriggle's Lantern back as a support item?

It could be used to place a free control ward, be refilled at base like and , and could grant mana, mana regen, health, health regen, or AP (up to y'all). It could even give a passive that causes True Sight (on high CD of course).

i think it sounds pretty good and maybe it allows you to place two control wards but they only have 3hp instead of 4
