Why doesn't Singed laugh uncontrollably while his ult is active?

Singed's laugh should definitely be louder the closer you are to him. It will further distinguish between the good Singed's and great Singed's, who can BM at close proximity.

His opponent simply cannot resist chasing him, even though they know it's a bad idea.

Because having a laugh forced on his E already made Singed players feel dirty. Removing even more of our agency to laugh when we choose too is bad. Imagine your champion dancing everytime you stood still. You can no longer just stand still, YOU MUST DANCE. Yeah, it might be kinda funny at first. But it starts to feel like some sort of violation pretty fast.

meh. I wouldn't mind dancing all the time. sounds fun. kinda like a constant sugar high. after a while it just becomes natural.
