That's just art he made, it's not an actual skin that's coming.

I think he meant that art is a work in progress, but not an official skin splash art. But it's pretty sick and he is lacking in skins, so it would not surprise me one bit.

Given how popular Zed is, how few skins he has, and how awesome this looks, I'm sure Riot would make a great deal of money on such a thing.
