Champion Concept
Lynn is a Catcher/Artillery hybrid, adept at striking weak links on the enemy team to bring them all down from a safe distance.
Appearance
A tanned, rough-skinned woman, her long blonde hair kept in a ponytail, and wearing an off-white uniform under a similar-colored longcoat. She wears a pair of hextech wristbands which she uses to cast and set her abilities, and a visor that she normally keeps up but drops to eye level upon bugging enemies. Lore-wise, she can see through her bugs using it. In a general sense, she's trying to flaunt her ascended place in life, though the coarse skin on her face betrays her background.
Short Lore
Born in the darkness in Zaun, Lynn bore witness to the deaths of those around her as she grew up - all lost to Zaun's dangerous nature - and came to realize that Zaun would be the death of her too. Determined to survive no matter the cost, Lynn applied her genius at Hextech to creative tiny drones, through which she could both perform reconnaissance and carry out strikes at unwitting targets. She made herself useful to whoever might need her skills, heedless of causes. Eventually, she achieved her true goal through gaining the attention of the Piltovan government, and was invited to become of their secret hands in Piltover and Zaun.

Abilities
Intrusion
Reveal Range: 1100
Innate: Lynn’s damaging abilities Bug damaged enemies for 6 seconds. If the damaged enemy was already Bugged, an additional Intrusion effect triggers depending on the ability, and the enemy reveals themselves and their allies within range in the fog of war for 1.5 seconds. This does not grant vision.
Lynn’s Intrusion effects also Bug damaged enemies and may re-trigger themselves against damaged enemies already Bugged, triggering the same effect as that of the ability that triggered it, but an enemy cannot be affected by any of Lynn’s abilities more than once per cast.

Active: Lynn generates a bolt of hextech energy at the target location which fires a fixed distance in her direction after a 0.375-seconds delay, dealing magic damage to the first enemy in its path. The bolt will not deal damage until it fires.
Intrusion: Enemies around the damaged enemy are dealt true damage equal to the original post-mitigation damage taken.
Magic Damage: 60/90/120/150/180 + 45% AP
(An arrow originating just off of the cursor will indicate Lynn’s location relative to it at all times.)

Active: Lynn sets a target location to detonate after a 0.5-seconds delay, dealing magic damage to enemies within range.
Intrusion: A sub-bolt fires from damaged enemies at the current location of the nearest enemy. The bolt lands after a 0.5-second delay, dealing the same damage to and charming enemies within range for 1 second.
Enemies charmed in this way are forced to move toward the origin of the bolt, rather than toward Lynn.

Active: Lynn fires a hexbolt in the target direction, dealing magic damage to the first enemy hit and causing them to be stricken by fear for a duration.
Intrusion: If the fear-stricken target makes contact with another enemy, that enemy is dealt the same damage and are stricken with fear for the remaining duration. The first time this happens, the fear duration refreshes.

Active: Lynn gathers energy for 0.5 seconds and then fires a wide hexblast in the target direction, dealing magic damage to and stunning for 0.5 seconds the first enemy champion in its path. The enemy also gains Frenzy for 6 seconds.
The hexblast’s energy lingers within the damaged enemy for 3 seconds and then explodes, dealing the same damage to other nearby enemies.
Frenzy: The marked enemy completely resists the first instance of a slow sourced by Lynn, and all of her subsequent slows for the following 0.75 seconds.
Additionally, Frenzy passes (for the remaining duration) to enemies who would be Bugged by any Intrusion effect sourced from a Frenzy-marked unit, regardless of whether or not they actually become Bugged. Upon being re-applied, Frenzy may trigger once more.
Intrusion: Enemy champions caught by the explosion explode after 1.5 seconds, dealing the same magic damage to nearby enemies again.
Magic Damage: 150/250/350 + 70% AP
Long Lore
Born the older of two sisters, Lynn spent her life (not unlike most of those living in Zaun) tinkering with whatever hextech found its way into her hands. She was called bright by her mother. Her father was no more, having crossed the wrong man one night without realizing his peril. In Zaun, it was believed that intelligence and skill could get you far, especially in a city where the march of science went unhindered. Lynn applied herself to this belief, imagining in her young mind that she might someday be of help to her family.
Then, her little sister's life was stolen far before her time to an outbreak of the Gray, opening young Lynn's eyes to the nature of her home. Her mother worked herself ragged to find help for her youngest daughter, only to succumb to the Gray herself. Lynn found herself panicked and alone in the world, desolate from how easily her mother chased death when she had another daughter to care for. Left with no other choice, Lynn fell in with a small group of orphans that survived through petty crime.
In those harsh circumstances, Lynn flourished. From salvages parts, she crafts small devices to unlock doors, slice open windows, and spy on people from afar. Aided with Lynn's technological savvy, the gang she was a part of managed to carve out a reasonably comfortable life on the streets of Zaun.
At first, she was simply happy to be needed and appreciated by her peers, but as she grew into her teenaged years, Lynn became arrogant. The small group she was with, emboldened by the successes that her inventions made possible, began to reach higher and higher in their once-minor heists, requiring her aid more and more. Lynn, understanding herself as the lynchpin of the success of her friends, began to demand more of a cut from what they managed to earn. But the oldest member of the gang - the one the others looked up to as leader - insisted that they all needed one another to survive. They were all equal.
Lynn disagreed. In her young mind, she was special. She was gifted. She was a survivor. She didn't need her gang any longer. One night she packed her things and disappeared into the shadows, leaving her old friends at the mercy of the many they had angered over the years. And inn the dark, Lynn recalled the events of her life, and made a realization. Selflessness had seen her mother killed. Depending on others would have seen her dragged down by the gang of orphans she once ran with. She'd seen enough through the years to understand the true nature of Zaun; you didn't climb to the top through intelligence alone. You climbed through stepping atop somebody else.
Finding a new place to call her home base, Lynn prepared for a new life.
Lynn mastered the hexcraft she once put to use for petty crime and made a name for herself as a hex-mercenary of sorts in Zaun. Theft, spying, even assassinations, she could do it, and all from a comfortable distance through her hextech. She didn't care for causes or purposes, she simply wanted to make a name for herself as someone who could be relied upon. Though it generally became known how to get in contact with her, nobody ever saw her in person, and rumors began to run rampant. Some thought she was a man, others multiple people, and some believed she was the Piltovan government.
When word of the last rumor reached her, she grinned ear-to-ear. If people believed that, then the time was right to make her entrance. She spent months planning her most ludicrous crime yet. She planted intelligence-gathering bugs on Piltovan agents who descended to Zaun. She learned the secret ways up and down the city, uncovered some of the government's better-kept secrets, and procured duplicates of city keys.
Then, under the cover of night, she made her way up. With the aid of all she'd learned and her Hextech, she sauntered into the chambers of Piltover's highest council members. When the head counciler arrived in his office the following morning, he found Lynn sitting in his chair, her feet propped on his desk. At first he naturally called for guards to arrest her, but he stayed his hand as Lynn began to reveal some of his dirty dealings that she'd uncovered. His confusion slowly gave way to surprised pleasure when Lynn finally explained who she was in full, and offered her services to the Piltovan government.
And so it was that she found herself as an adult looking down on her old city, elevated far above them - and all by her genius. And all she had to do was continue making herself useful to the government. That was a fair price to pay - though at the back of her mind, Lynn could never shake the nagging sense that she hadn't yet climbed as high as she could. There was still a hole in her being somewhere, but she trusted that time - and service - would show her where she needed to climb next.
