They still have time, this patch shouldn't be over till Wensday... so they could put them out tomorrow or monday/tuesday

I'm wondering why Riot's taking so long to release them, as well.
They're probably looking into releasing them all at once and Fid's just recently got the splash on PBE. There are an impressively large amount of factors that can delay skin releases. Patience is a virtue my friend.
They release skins on tuesdays so I would't expect it to be until then
