New Summoner Spell

That would be a nerf to champions who go faster. For example Nunu just needs mobi boots (possibly with pred), and a deadmans plate with ghost and he is already at almost 1000 speed. Any movement speed additional to that like Zilean or Nami or the relentless hunter means even faster.

Rammus players generally go about 1.4k speed full build if they get their way if i remember correctly.

Hecarims are about the same.

Seeing as that would only help in the early game and become a hinderance later, and with nothing that would be even CLOSE to useful about it seeing as it isnt even for a whole second..... so even Hecarim would not be able to complete his full charge with it..... there really is 0 point.
