Exp on support item

Everyone knows bot lane gets consistently gang-banged by 4-5 people. Part of why this happens is because the bot lane duo is so far behind in exp that they're level 4-5 while enemy top, mid, and jg can be level 6 almost 5 minutes into the game, way earlier than the bot lane duo.

My humble idea is to create a new line of support item. Ideally it should build into an item like redemption, an item with a powerful effect but doesn't really make the user too much more individually powerful. This new support item has no extra damage but only a small gold gain passive like the other support items but it would also have an exp bonus for staying near an ally. That way it can't be abused by other lanes (unless they go duo as well in which case we might start seeing more variety in a very stale top and mid meta).

Experience should be a trade-off for putting two players in one lane, it's part of the reason why the meta works like it does; adc and support need less xp so they go bot. This is why this support item should offer little to no combat stats and almost all of its power budget should be given to its gold and experience passives to give utility supports more of a reason to build this, as opposed to someone like Brand (who scales well off of levels) getting scaling from both levels and his support item. I'd suggest 0 ap/ad and some regen stats, but not enough to make it a better health or mana regen item than coin or the blue supp item. Defensive stats and CDR are debatable bc IMO CDR feels right on a utility support focused item but it might be too strong.

My favorite things about this idea are as follows: pros ----It gives supports more of a chance to fend off ganks and better protect a vulnerable adc. ----Perhaps with an item that doesn't punish duo lanes with as much experience loss we might start seeing supports show up in top lane since some top laners, like most adcs, scale better off of gold than levels. Also since the item doesn't offer combat stats only champs with built in utility that scales with levels want to build this, aka supports. ----It unlocks so more play potential for roaming supports.

My least favorite things about this item are as follows: cons (with some counter argument bc I couldn't resist) ----You can get some nasty stuff like 2 champs in lane both using these items to get a big exp advantage, albeit with reduced gold and combat and slot efficiency (which should be a big enough trade off to make this balanced anyways). ----Malzahar support hits level 6 even sooner, but then again so does taric and soraka. ----We saw what happened when the jungler got extra xp, it's possible a utility support may be just as oppressive. I don't see this happening though because very few utility supports can affect the map the same way jungles can.

or just make the exp boost item only capable of being built when sightstone is built.

How about a bind and charge mechanic like Zeke's Herald? The item gives the holder a small boost of EXP at 100 charges, which accumulate at a rate of just over three every second (30 seconds, or one minion wave, for full charge). In return, the bound partner gets a small heal, or maybe a portion of their mana is refilled. The bind/charge range should be larger than Zeke's to allow for warding. Perhaps about the same range as the active on Banner of Command?
